Փաշինյանի նոր ակնարկը Կարապետյանին կամ բուրժուա-դեմոկրատական հեղափոխություն 2
ANALYSIS
Արձակուրդից վերադարձած Նիկոլ Փաշինյանը, որն այդպես էլ լռության մատնեց իր կուսակիցների ՝ ԵԱՏՄ-ից դուրս գալու նախաձեռնությունը, հանդես է եկել հոդվածով, որը վերնագրել է ՝ Հայաստանը տնտեսական բումի նախաշեմին:
Տնտեսագիտական գիտելիքներով երբեք չփայլած Փաշինյանը կանխատեսում է, որ չնայած խոշոր բիզնեսը մոնոպոլիզացված է, բայց միջին և մանր սեկտորում կան մարդիկ, ովքեր օրիգինալ որոշումներով և նոր բիզնես մտածողությամբ կամաց-կամաց դառնում են հասարական նոր շերտ, անկախ են ֆինանսական առումով և նրանց անկախությունն, ի վերջո, կբերի մի իրավիճակի, երբ իշխանությունը չի կարողանա շատ մարդու ուղղորդել ընտրությունների ընտրակաշառքի միջոցով: Փաշինյանը նաև կանխատեսում է, որ այդ մարդկանց ուղղությամբ կարող են լինել ճնշումներ իշխանության կողմից, և դա պիտի թույլ չտալ:
Մնում է հասկանալ երկու բան՝ ինչպես է, որ Փաշինյանի թվարկած բիզնեսները, որոնք արդեն կայացել են, պիտի ճնշումների ենթարկվեն հիմա, ոչ թե այն ժամանակ, երբ ձևավորվում էին: Եվ երկրորդ ՝ ինչպես է ստացվում, որ դրանք ընդհանրապես գոյություն ունենալու շանս են ստացել, ինչպես են սկզբնավորվել, եթե ռեժիմը բիրտ է և ահասարսուռ:
Բայց առավել հետաքրքրական է մեկ այլ բան ՝ Փաշինյանի տնտեսագիտականի հավակնություն ունեցող վերլուծությունը մեկին մեկ համընկնում է վարչապետ Կարապետյանի կողմից տարվող քաղաքական կուրսին: Չկարողանալով բերել խոշոր ներդրումներ, հասկանալով, որ խոշոր բիզնեսի ու արդյունաբերության ոլորտներում որևէ բան անել չի ստացվում, Կարապետյանը կենտրոնացել է բացառապես խոշորներին հարկելու և փոքրերին արտոնություններ տալու վրա: Բայց որևէ կերպ սա տնտեսական բումի չի կարող բերել: Գուցե բերի որոշակի հատվածի անկախ փողերի շրջանառության, գուցե ձևավորի որոշակի մշակույթ, բայց տնտեսությունն ի՛ր մաթեմատիկան ունի, և մշակույթով ու մտածողությամբ այն հնարավոր չէ հաշվարկել:
Հասկանալով, որ խոշոր բիզնեսը գտնվում է Սարգսյանի վերահսկողության տակ, փորձ է արվում թիրախավորել միջին բիզնեսին: Այսպես ասած՝ lights բուրժուադեմոկրատական հեղափոխություն: Այն տարբերությամբ, որ Տեր-Պետրոսյանը գոնե թիրախավորել ու իր «ջրերն» էր գցել ամենամեծ բուրժուային՝ Ծառուկյանին, իսկ Փաշինյանը փորձում է նույնն անել միջին բիզնեսի հետ: Եվ դիմում է մանիպուլյացիայի, սպառնալով, թե միգուցե նրանց ճնշեն կրիմինալով և հարկայինով, չպատասխանելով այն հարցին, թե ինչպես է ստացվել, որ նրանց չեն ճնշել այն ժամանակ, երբ աճում էին, իսկ հիմա՝ պիտի ճնշեն:
