Նաիրիտի ծուխը` Ստամբուլի ամպերում

Երեկ Նաիրիտ գործարանի տարածքում բռնկված հրդեհի հետևանքով Երևանի ամպերը ողողվել էին ծխով: ԱԻՆ-ն ասում էր, որ ծուխը վտանգավոր չէ, առողջապահության նախարարությունն առաջարկում էր ամեն դեպքում փակ պահել պատուհանները, իսկ օդերևութաբանները հույս էին տալիս, որ քամին ծուխը քշելու է դեպի Թուրքիա: Մնում էր մշակույթի նախարար Ամիրյանն էլ նշեր, որ ծուխն էսթետիկ է ու այն կարելի է մշակութային ժառանգության ցանկում ներառել, իսկ Վիգեն Սարգսյանն էլ կարող էր պնդել, որ ծխից տանը պատսպարվելու ընթացքում պետք չէ զուր ժամանակ վատնել ու կարելի է 1000 դրամ ուղարկել հիմնադրամին:
Այս ամենը այսքան ծիծաղելի չէր լինի, եթե չլիներ այսքան ողբերգական: Ողբերգական ոչ թե դեպքի, այլ դրա հանդեպ պետական ինստիտուտների ու հասարակության վերաբերմունքի իմաստով: Ինչպես ընդունված է ասել ՝ համակարգը բնորոշում է ոչ թե «չէպէ»-ն, այլ համակարգի արձագանքը դրան: Իսկ համակարգի արձագանքը սկզբում չկար, հետո կար անվտանգ ծխի, ամեն դեպքում պատուհանները փակ պահելու և Թուրքիա ուղևորվող ծխի մասին մեկնաբանությունների տեսքով:
Հաճախ հասարակությանը նույն պետական գերատեսչությունները մեղադրում են ամեն ինչի մասնագետ լինելու մեջ: Այլ կերպ չէր էլ կարող լինել, չէր կարող հասարակությունն ամեն ինչի մանագետ չլիներ, եթե պետական ինստիտուտները կոմպետենտ չեն իրավիճակին: Հանգամանքների բերումով ստացվում է այնպես, որ արտակարգ իրավիճակները վերջերս հաճախակի են դառնում, և պետական համակարգի ոչ կոմպետենտության դրսևորումների դինամիկան աճում է:
Բայց սա էլ ուղղվող խնդիր է. ենթադրենք պետական կառույցն իսկապես չի կարողացել խնդրին արագորեն արձագանքել և խոստանում է վերապատրաստվել, ուղղվել ու հաջորդ անգամ ավելի լավ դրսևորվել: Բայց հասարակությանն այս ամենն այևս չի հետաքրքրում: Կա հստակ ջրբաժան ՝ իշխանության ու պետական ինստիտուտների և հասարակության միջև: Դեպքից դեպք այդ սուբյեկտների սեպարատ գործելաոճը ավելի է դրսևորվում: Եվ սա արդեն ոչ թե մեկ հրդեհի, այլ ամբողջ պետական մեխանիզմի արդյունավետության հարց է:
