ՀՀ հատուկ քննչական ծառայությունում քրեական գործ է հարուցվել ՀՀ ոստիկանության պետական հատուկ ծառայություն իրականացնող պաշտոնատար անձանց կողմից պաշտոնեական դիրքը չարաշահելու և կեղծիք կատարելու վերաբերյալ նախապատրաստված նյութերի հիման վրա: Այս մասին տեղեկացրին ՀՔԾ լրատվական ծառայությունից:
Այսպես, նախաքննական նյութերով տվյալներ են ձեռք բերվել, որ ՀՀ ոստիկանության Արագածոտնի մարզային վարչության Թալինի բաժնի աշխատակիցները 2017թ.-ի մայիսի 23-ին վիճաբանություն կատարելու կասկածանքով բերման են ենթարկել ՀՀ քաղաքացիներ Կ. Մ.-ին ու Գ. Խ.-ին և տևական ժամանակով ապօրինի պահել հիշյալ բաժնում: Ըստ նախաքննական նյութերի` Գ. Խ.-ի անձնական խուզարկությունն իրականացվել է առանց ընթերակաների, սակայն ոստիկանների կողմից կազմված արձանագրությունում ակնհայտ կեղծ տվյալներ են ներառվել նշված գործողությանը ընթերակաների մասնակցության վերաբերյալ: Կեղծ տվյալներ են ներառվել նաև Կ. Մ.-ի մասնակցությամբ դեպքի վայրի զննության վերաբերյալ կազմված արձանագրությունում:
Բացի այդ, նյութերի նախապատրաստման ընթացքում Թալինի բաժնի օպերլիազորն ու ավագ հետաքննիչը Կ. Մ.-ին, ինչպես նաև բերման ենթարկված երկու այլ քաղաքացիների ուղղորդել են բացատրություններում ներառել իրականությանը չհամապատասխանող տեղեկություններ, թե, իբր, վերջիններս ականատես և մասնակից են եղել Թալին քաղաքի տարբեր վայրերում տեղի ունեցած խուլիգանության դեպքերին:
Այսպիսով, ՀՀ ոստիկանության պետական հատուկ ծառայություն իրականացնող պաշտոնատար անձանց կողմից պաշտոնեական դիրքը չարաշահելու և պաշտոնեական կեղծիք կատարելու վերը նշված դեպքերի առթիվ հարուցվել է քրեական գործ` ՀՀ քրեական օրենսգրքի 308-րդ և 314-րդ հոդվածների 1-ին մասերով:
Կատարվում է նախաքննություն:
Ծանուցում. ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
