Իրանի քաղաքացուց խոշոր գումար շորթելու մեջ մեղադրվող ՃՈ տեսուչը կալանավորվել է

ՀՀ հատուկ քննչական ծառայությունում ՀՀ ոստիկանության ներքին անվտանգության վարչությունից ստացված նյութերի հիման վրա հարուցված քրեական գործի նախաքննությամբ պարզվել է, որ ՀՀ ոստիկանության Ճանապարհային ոստիկանություն ծառայության ավագ տեսուչ, ոստիկանության մայոր Ն. Թ.-ն շորթման եղանակով խոշոր չափերով կաշառք է պահանջել եւ ստացել Իրանի Իսլամական Հանրապետության քաղաքացի Ֆ. Հ.-ից:
ՀՔԾ-ից հայտնում են, որ նշված հանցավոր արարքի կատարման համար Հատուկ քննչական ծառայության քննիչի կողմից 29.08.2017թ.-ին որոշում է կայացվել Ն. Թ.-ին որպես մեղադրյալ ներգրավելու մասին:
Մասնավորապես, քրեական գործի նախաքննությամբ ձեռք բերված բավարար ապացույցներով հիմնավորվել է, որ 2017թ.-ի օգոստոսի 27-ին` Երեւան քաղաքի Աճառյան փողոցում, ՃՈ ավագ տեսուչ Ն. Թ.-ն, առանց ճանապարհային երթեւեկության կանոնների խախտման հատկանիշների առկայության, կանգնեցրել է ԻԻՀ քաղաքացի Ֆ. Հ.-ի վարած Սամանդ մակնիշի ավտոմեքենան, ապա` առանց համապատասխան ստուգման, Ֆ. Հ.-ին մեղադրել ալկոհոլ օգտագործելու մեջ: Այնուհետեւ հիշյալ ոստիկանը, ոտնահարելով ԻԻՀ քաղաքացու իրավունքներն ու օրինական շահերը, 300.000 ՀՀ դրամի չափով վարչական իրավախախտման վերաբերյալ արձանագրություն կազմելու, Ֆ. Հ.-ին 12 օրով ազատությունից զրկելու եւ ավտոմեքենան տուգանային հրապարակ տեղափոխելու սպառնալիքով նրանից պահանջել ու ստացել է խոշոր չափերով` 191.200 ՀՀ դրամին համարժեք 400 ԱՄՆ դոլար եւ 60.000 ՀՀ դրամ կաշառք:
Քննությամբ պարզվել է նաեւ, որ ՃՈ տեսուչի կողմից խոշոր չափերով կաշառք ստանալու մասին տեղեկացել է նույն ժամանակահատվածում վերջինիս հետ ծառայություն իրականացնող մյուս տեսուչը, ով ծառայակցին քրեական պատասխանատվությունից զերծ պահելու անձնական շահագրգռվածությունից ելնելով` թաքցրել է ծանր հանցագործության դեպքը եւ դրան սահմանված կարգով ընթացք չի տվել:
Այսպիսով, շորթմամբ խոշոր չափերով կաշառք վերցնելու եւ պաշտոնեական դիրքը չարաշահելու դեպքերի առթիվ Հատուկ քննչական ծառայությունում քննվող քրեական գործի շրջանակներում ՀՀ ոստիկանության Ճանապարհային ոստիկանություն ծառայության ավագ տեսուչ Ն. Թ.-ին մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 311-րդ հոդվածի 3-րդ մասի 1-ին եւ 3-րդ կետերի հատկանիշներով: Ոստիկանի նկատմամբ որպես խափանման միջոց է ընտրվել կալանավորումը:
