«Հայկական ժամանակ» թերթը գրում է. ««Իհարկե, լրիվ բացառել, որ Ռու­սաստանը կարող է «Իսկանդեր»-ներ վաճառել, օրինակ, Ադրբեջանին, չենք կարող, որովհետեւ դա, ի վերջո, Ռուսաստանի որոշելու հարցն է: Միշտ չէ, որ Ռուսաստա­նը որոշումներ կայացնելիս մեր շահերն է հաշվի առնում»,- այս մա­սին «Հայկական ժամանակ»-ի հետ զրույցում ասաց «Ռազմինֆո» մասնագի­տացված կայքի համակարգող Կարեն Վրթանեսյանը՝ անդրա­դառնալով Ռուսաստանի ռազմա­տեխնիկական համագործակցու­թյան ֆեդերալ ծառայության տնօ­րեն Դմիտրի Շուգաեւի հայտարա­րությանը, թե ՌԴ-ն մի քանի երկրից «Իսկանդեր» համալիրի ձեռքբեր­ման հայտեր է ստացել:

Նշենք, որ Շուգաեւի հայտարա­րությունն ադրբեջանական ԶԼՄ-ները մեկնաբանել էին, որ հնարավոր է ՌԴ-ն Ադրբեջանին էլ մատակարարի «Իսկանդեր» համալիր: Ի դեպ, ռու­սական արտադրության «Իսկան­դեր» համալիր, բացի արտադրող երկրից, ունի միայն Հայաստանը: «Կոնկրետ այդ թեման, որ «haqqin.az»-ում հայտնվել է, ըստ էության, ցույց է տալիս, որ կայքը զբաղ­ված է թրոլինգով: Իրենք չունեն որեւէ լուրջ հիմք՝ եզրակացություն անելու, որ Ադրբեջանին պատրաստվում են «Իսկանդեր» վաճառել: Այդպես իրենք փորձում են սա ներկայացնել այնպես, թե կարծեք ինչ-որ բան եփվում է «Իսկանդեր»-ների հետ կապված:

Ըստ էության, դա քարոզ­չական հնարք է՝ ուղղված հենց հայ­կական լսարանին, որպեսզի հայկա­կան լսարանում հերթական անգամ ինչ-որ դժգոհություն սերմանվի ռուս-հայկական հարաբերություններում, հանրության մեջ ռուսամետների եւ արեւմտամետների միջեւ փոխա­դարձ մեղադրանքների հերթական ռաունդը լինի»,- ասաց Կարեն Վրթանեսյանը՝ նշելով, որ նշված ադր­բեջանական կայքը հիմնականում հայկական լսարանին ուղղված քա­րոզչական ռեսուրս է»:
