Հայկ Սարգսյան. «Նախանշված տնտեսական աճի ցուցանիշը կիրականանա, բայց դա զարգացման երաշխիք չէ»

ԵՊՀ տնտեսագիտության և կառավարման ֆակուլտետի դեկան, տնտեսագիտության դոկտոր, պրոֆեսոր Հայկ Սարգսյանը «Փաստի» հետ զրույցում անդրադառնալով վերջին կառավարության՝ նախորդ մեկ տարվա ընթացքում արձանագրած ձեռքբերումներին, նշում է, որ դեռևս զուտ նախադրյալներ են ստեղծված հետագա տնտեսական երկարաժամկետ աճի և զարգացման համար:
«Մեկ տարին թեև բավարար ժամանակ է արդյունքներ գնահատելու համար, սակայն տնտեսական երակարաժամկետ զարգացման առումով բավական քիչ է այդ ժամանակահատվածը: Ես կարող եմ ասել, որ այս տարվա ընթացքում մենք կարողացել ենք ավելի շատ նախադրյալներ ստեղծել հետագա տնտեսական աճի և զարգացման համար, քան կոնկրետ ձեռքբերումներ ունենալ տարբեր ոլորտներում:
Համոզված եմ, որ նախանշված տնտեսական աճի ցուցանիշը կկատարվի, բայց դա դեռևս զարգացման երաշխիք չէ հետագա տարիների համար: Իսկ այդ զարգացումը պայմանավորված է այն գործոնների համախմբով, ինչպիսիք են օրինակ սահմանադրականության մակարդակի բարձրացումը երկրում: Իսկ ի՞նչ է սահմանադրականությունը: Սահմանադրականությունը Սահմանադրության մեջ ամրագրված նորմերի և դրանց կիրարկումն է։ Եթե Սահմանադրության նորմերը պատշաճ ձևով կյանքի չկոչվեն, կունենանք սահմանադրականության դեֆիցիտ, ինչը մարդկանց վստահության ու լավատեսության կորստի պատճառներից մեկն է: Սա կարող է իր հերթին հանգեցնել մարդկանց վարքագծային բոլոր նեգատիվ հետևանքների` անտարբերություն, քաղաքացիական և սոցիալական ակտիվության պակաս, աննախաձեռնողականություն և այլն: Եվ այսօր ամենակարևոր խնդիրն այդ դեֆիցիտի կրճատումն է, որովհետև այստեղ է թաքնված սոցիալ–տնտեսական առաջընթացի երաշխիքը։ Սահմանադրականության բարձր մակարդակն իրապես կարող է ստեղծել բավարար նախապայմաններ՝ բարձր տնտեսական աճ և տնտեսական զարգացում ապահովելու համար»,– ասաց նա:
Հարցին, թե այս կառավարության տնտեսական զարգացման նախադրյալներն ավելի՞ շատ են տեսանելի, քան մյուս տարիներին է եղել, տնտեսագետը պատասխանեց, որ այո, այս տարին շահեկանորեն առանձնանում է նախորդ տարիներից: Դիտարկմանն էլ, թե այսպիսով ժողովրդի սպասելիքներն արդարացվո՞ւմ են, ասաց, որ ժամանակն է սպասելիքներից իրականություն տեղափոխվել:
«Իսկ այդ տեսանկյունից նախադրյալները համենայն դեպս ոգևորող են և՛ Ներդրումային հիմնադրամի, և՛ վստահության մթնոլորտի բարձրացման տեսանկյունից: Սակայն սրանք անհրաժեշտ, բայց ոչ բավարար պայմաններ են: Ո՛չ այդ նույն վստահության մթնոլորտի բարձրացումը, ո՛չ նախաձեռնողականությունը գլխավորը չեն, պետք է ոչ միայն նախաձեռնող լինենք, այլև գործող ու այն էլ արագացված ռեժիմով»,– նշեց մեր զրուցակիցը:
