Թրամփը համաձայնել է ժամանակավորապես բարձրացնել պետական պարտքի վերին շեմը

ՄՆ նախագահ Դոնալդ Թրամփը համաձայնել է մինչեւ դեկտեմբերի 15-ը ժամանակավորապես բարձրացնել երկրի պետական պարտքի վերին շեմը՝ այն պայմանով, որ միաժամանակ կընդունվի «Հարվի» փոթորկից տուժածների համար դաշնային ֆինանսական օգնության փաթեթը։
Թրամփը սեպտեմբերի 6-ին հանդիպում է ունեցել կոնգրեսի ներկայացուցիչների հետ, որի ընթացքում քննարկվել է պետպարտքի ու տուժածներին օգնելու հարցերը։ Հանդիպման արդյունքներով՝ սենատում ու ներկայացուցիչների պալատում դեմոկրատների առաջնորդներ Չակ Շումերն ու Նենսի Պելոսին հրապարակել են հայտարարություն, որում հայտնել են, որ նախագահն ու կոնգրեսի առաջնորդները պայմանավորվել են հաստատել «Հարվի» փոթորկից տուժածների համար օգնության փաթեթը ու բարձրացնել պետպարտքի վերին շեմը, այդ հարցերը վճռելով մինչեւ դեկտեմբերի 15-ը։
Հայտարարության մեջ նաեւ ասվում է, որ եւ նախագահը, եւ կոնգրեսը ուզում են «խուսափել դեֆոլտից դեկտեմբերին ու միասին աշխատելու են մեր առջեւ ծառացած բազմաթիվ հարցերի շուրջ»։
Սեպտեմբերի 6-ին ԱՄՆ կոնգրեսի ներկայացուցիչների պալատը հավանություն է տվել Սպիտակ տան հարցմանը՝ փոթորկի հետեւանքների վերացման համար 7․85 մլրդ դոլար հատկացնելու մասին։
Եթե օրենսդիրները չկարողանան մինչեւ հոկտեմբերի 1-ն ընդունել որոշում պետական պարտքի վերին շեմը բարձրացնելու մասին՝ կառավարությունը ստիպված կլինի դադարեցնել իր աշխատանքը մինչեւ համապատասխան օրինագծի հաստատումը։
Դա կնշանակի, որ դաշնային կառավարության աշխատակիցները ստիպված կլինեն չվճարվող արձակուրդ գնալ, իսկ կաշխատեն միայն այն պաշտոնյաները , որոնց աշխատանքն անհրաժեշտ է ազգային անվտանգության ապահովման համար։
Հիմա ԱՄՆ պետպարտքը կազմում է 19․8 տրիլիոն դոլար, կամ ՀՆԱ ավելի քան 105 տոկոս։ Բարաք Օբամայի կառավարման ութ տարիներին երկրի պարտքը 10․63 տրիլիոն դոլարից գրեթե կրկնակի աճել է։
ՀՆԱ տարեկան 3 տոկոսի սահմանում աճի ու ԴՊԾ 0․25-0․5 տոկոս ռեկորդային ցածր դրույքների պայմաններում պարտքի սպասարկումը խնդիր չի եղել։ Բայց ԴՊԾ-ն 2016-ի դեկտեմբերից սկսել է կարգավորել դրամավարկային քաղաքականությունը։ Հուլիսյան նիստի արդյունքներով դրույքը պահպանվել է տարեկան 1-1․25 տոկոսի մակարդակի վրա։
