Նիստերից բացակայող ավագանու անդամները դրամական փոխհատուցում չեն ստանա

«Փաստ» օրաթերթը գրում է.
Երևանի ավագանու որոշմամբ ավագանու բոլոր նիստերից բացակայող անդամները կզրկվեն դրամական փոխհատուցումից: Այս մասին որոշման նախագիծը կընթերցվի սեպտեմբերի 12–ին կայանալիք ավագանու երկրորդ նստաշրջանի առաջին նիստի ընթացքում:
Ինչպես հայտնի է, ավագանու անդամներին, իրենց պարտականությունների կատարման հետևանքով առաջացած ծախսերի դիմաց, 2013 թ. սկսած Երևան քաղաքի բյուջեով նախատեսված համապատասխան գումարներից տրամադրվում էր ամսական դրամական փոխհատուցում՝ նվազագույն աշխատավարձի չափով։
Այս նոր նախագծով գումար չեն ստանա իրենց գործում թերացած և նիստերին չներկայացած ավագանու անդամները: Այսպես, ավագանու անդամին տվյալ ամսում դրամական փոխհատուցում չի վճարվում, եթե նա այդ ամսվա ընթացքում բացակայել է Երևանի ավագանու և մշտական հանձնաժողովի բոլոր նիստերից, բացառությամբ այն դեպքերի, երբ տվյալ ամսում Երևանի ավագանու և մշտական հանձնաժողովի նիստեր չեն եղել: Միևնույն ժամանակ այդ բացակայությունները հիմնավորվում են` ավագանու մշտական հանձնաժողովների նախագահների` հանձնաժողովի նիստերին ավագանու անդամների մասնակցության մասին տեղեկանքներով և Երևանի քաղաքապետարանի աշխատակազմի կողմից վարվող ավագանու նիստին մասնակցած ավագանու անդամների հաշվառման մասին տվյալներով, որոնք ներկայացվում են Երևանի քաղաքապետարանի աշխատակազմի քարտուղարին` յուրաքանչյուր ամսվա համար` մինչև հաջորդ ամսվա 5–ը ներառյալ:
Ըստ նախագծի՝ նախատեսված դրամական փոխհատուցումը ավագանու անդամներին է տրամադրվելու առանց ավագանու անդամների կողմից իրենց պարտականությունների կատարման հետևանքով առաջացած ծախսերը հիմնավորող փաստաթղթերի ներկայացման և դրամական փոխհատուցում ստանալու ցանկության վերաբերյալ ավագանու անդամի դիմումի հիման վրա: Դրամական փոխհատուցումը կտրվի անկանխիկ, յուրաքանչյուր ամսվա համար մինչև հաջորդող ամսվա 10–ը: Միաժամանակ, այս տարվա հունիս, հուլիս, օգոստոս և սեպտեմբեր ամիսների դրամական փոխհատուցման գումարները կվճարվեն որոշումն ուժի մեջ մտնելուց հետո՝ մինչև հոկտեմբերի 10–ը ներառյալ:
Որոշմամբ նախատեսված ծախսերը իրականացնելու համար Երևան քաղաքի բյուջեով նախատեսվում են համապատասխան միջոցներ: Նախկինում ընտրված ավագանին իր գործունեության ժամանակահատվածում հարցը կարգավորել է համապատասխան որոշմամբ: Ներկայում գործող ավագանու կողմից այդ հարցը չի կարգավորվել և նախագծով առաջարկվող որոշմամբ կարգավորվում են ավագանու անդամներին դրամական փոխհատուցում տրամադրելու կարգն ու պայմանները: Ընդ որում՝ առաջարկվող նախագծում հաշվի են առնվել նախկինում դրամական փոխհատուցում տրամադրելու ընթացքում առաջացած հարցերը, որոնք ներկայացվող նախագծում համապատասխան լուծում են ստացել:
