Վարչապետին չեն թողնում աշխատի՞, թե՞ վարչապետը չի ուզում աշխատել

Ամեն անգամ, երբ ինչ-որ մեկն ասում է, թե վարչապետին չեն թողնում աշխատել, ռուսական տայգաներից մեկում, մենության և ունայնության գրկում ձանձրույթից մահանում է մեկ ռուս մուժիկ: Այդ արտահայտությունն այնքան է հոգնեցրել ու հնամաշ դարձել, որ նույնիսկ լուրջ վերլուծելու նպատակն է կորում: Ամեն դեպքում, քանի որ սա ոչ միայն հասարակ արտահայտություն է, այլ մի ամբողջ քարոզչական գիծ, մտածողության ձև, որ վերագրվում է ոչ միայն Կարեն Կարապետյանին, այլև նրա նախորդներին:
Նախ ճշտենք մեկ բան ՝ ով չի թողնում, որ վարչապետը աշխատի: Սա հռետորական հարց չէ: Օրինակ Տիգրան Սարգսյանի աշխատանքին խոչընդոտում էին օլիգարխիայի ներկայացուցիչները: Բայց Սերժ Սարգսյանը նրան չէր խոչընդոտում, որովհետև Տիգրան Սարգսյանը ամբողջովին նրա կադրն էր ու նրա քաղաքական գծի մեջ էր: Այլ էր վիճակը Հովիկ Աբրահամյանի դեպքում. Աբրահամյանը պետական բոլոր աստիճաններով անցած գործիչ էր, որ շատ արդյունավետ մեխանիկական կառավարում էր իրականացնում: Բացի այդ քաղաքականապես ընդունելի էր բոլոր կողմերի համար, և բնական է, որ ներքաղաքական ցնցման ժամանակ վարչապետի թեկնածությունը կանգ առավ նրա վրա: Բայց երկու դեպքում էլ մենք գործ ունեինք ներքին քաղաքական խմորումների ու դրանց դրսևորումների հետ:
Այլ է վիճակը Կարապետյանի դեպքում: Կարապետյանը վարչապետ նշանակվել է ապրիլյան և հուլիսյան դեպքերից հետո, երբ Հայաստանի դիմաց դրված էր Լավրովի պլանը, միաժամանակ կար ահռելի ճնշում, քանի որ փոխվել էր սահմանադրական կարգը ու այլևս անհնար էր լինելու աշխատել կոնկրետ մեկ ինստիտուտի, օրինակ ՝ նախագահի հետ: Փորձ արվեց Հայաստանի հնարավոր անջատումը Ռուսաստանից կանխել իշխանության ներսում վստահելի օղակ ստեղծելով: Երկարատև ճնշումների արդյունքում վարչապետ նշանակվեց Կարեն Կարապետյանը: Սերժ Սարգսյանն, ըստ էության, բացի ուժային կառույցներից, մնացած կառավարման լծակները տվեց Կարապետյանին: Կարապետյանին արտոնվել է ավելի շատ, քան Հայաստանի բոլոր վարչապետերին միասին վերցրած: Եթե վարչապետին չթողնեին աշխատել, նա չէր կարողանա ուղիղ հարվածներ հասցնել Սերժ Սարգսյանի նախընտրած օլիգարխների բիզնեսներին: Բայց այդ հարվածները հասցվել են:
Խնդիրն այստեղ այլ է: Կարապետյանին ոչ թե չեն թողնում աշխատի որպես վարչապետ, նրան խանգարում են որպեսզի նա 2018-ի ապրիլից հետո էլ մնա վարչապետ, նրան փորձում են չթողնել, որպեսզի վերցնի իշխանությունը Սարգսյանից: Լավ է սա, թե վատ, այլ հարց է: Բայց մենք գործ ունենք գրեթե հավասար հնարավորություններով երկու սուբյեկտների քաղաքական պայքարի հետ: Լավ կլիներ, որպեսզի այդ պայքարի իմաստը չլղոզվեր ու չհամեմվեր վարչապետության մեջ ձախողումները խղճահարության քողի տակ ներկայացնելու փորձերով:
