Ներկայումս Հայաստանի ելքը ԵՏՄ-ից երկրի արտաքին քաղաքականության առաջնահերթություններից չէ։ Երեկ նման կարծիք է հայտնել  Հայաստանի Հանրապետական կուսակցության փոխնախագահ, ՀՀ խորհրդարանի արտաքին գործերի մշտական հանձնաժողովի ղեկավար Արմեն Աշոտյանը։ Աշոտյանի հայտարարությունն առաջին հայացքից հակադարձում է ԵԼՔ-ի նախաձեռնությանը, սակայն միայն առաջին հայացքից: 

Աշոտյանը չի պնդում, թե ԵՏՄ-ից դուրս գալը չկա օրակարգում, ուղղակի այն առաջնահերություն չէ, ներկայումս: Այսինքն կարող է ինչ-որ պահի լինել նաև առաջնահերթություն:Այս իմաստով ԵԼՔ-ի նախաձեռնությունը իշխանության քաղաքական ծրագրերում տեղավորվում է և նրանք փորձելու են դրանից տեղեկատվական և դիվանագիտական դիվիդենտներ քաղել: Սա չի նշանակում, թե ԵԼՔ-ի նախաձեռնությունը կընդունվի ԱԺ-ում: Ոչ էլ նշանակում է, որ ԵԼՔ-ի նախաձեռնությունը անմիջապես իջեցվել է Բաղրամյան 26-ից: 

Արմեն Աշոտյանն այն հանրապետականներից է, ովքեր սովորաբար պատահական ու սեփական կարծիք չեն արտահայտում: Եվ այս իմաստով պատգամավորի խոսքը հետաքրքիր ու բազմաշերտ է մեսիջների առումով: Մի կողմից ռուսական կողմին զգուշացնելով, մյուս կողմից ՝ հանգստացնելով, հայկական կողմը խաղում է ռուսական կողմի հետ ՝ ռուսական անընդհատ ճնշման տակից մասամբ դուրս գալու և երկրի ներքաղաքական հարցերում ինքնուրույնություն ձեռք բերելու համար: 

Այս ամենը տեղավորվում է Սարգսյանի ճեղքման պլանի մեջ ՝ ստեղծել իմիտիացիա, որ Հայաստանում կա հակառուսական տրամադրություն և ցույց տալ, որ միայն Սարգսյանը կարող է իրավիճակը փրկել:
