Հայաստանի համայնքային ծառայության համակարգը վերանայման փուլում է

ՀՀ տարածքային կառավարման և զարգացման նախարարի առաջին տեղակալ Վաչե Տերտերյանը սեպտեմբերի 13-ին ընդունել է Տալլինի զարգացման և վերապատրաստման կենտրոնի գործադիր խորհրդի նախագահ Տոոմաս Ստեպի գլխավորած պատվիրակությանը: Պատվիրակության կազմում էին նաև Արևելյան գործընկերության Էստոնական կենտրոնի տնօրենի տեղակալ Տիինա Իլսենը և Տալլինի զարգացման և վերապատրաստման կենտրոնի խորհրդի անդամ Կալլե Ստեպը։ Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ տարածքային կառավարման և զարգացման նախարարության հասարակայնության հետ կապերի բաժնից:
Նախարար Դավիթ Լոքյանի անունից ողջունելով էստոնացի հյուրերին` Վ. Տերտերյանն ասել է, որ երկար տարիներ համագործակցություն է ծավալվել Էստոնիայի հետ տարբեր ծրագրերի շրջանակներում: «10 տարի մենք ունենք համայնքային ծառայության համակարգ և երբ այն դեռ նոր էր ձևավորվում, ուշադիր ուսումնասիրում էինք ձեր փորձը: Հիմա մենք համայնքային ծառայության համակարգի կատարելագործման փուլում ենք: Մենք ամեն օր շփվում ենք համայքների հետ և մեզ համար մի շարք խնդիրներ ենք վերհանել` կապված մրցույթների անցկացման, վերապատրաստման, նաև նոր մարտահրավերներին պատրաստ լինելու պահանջների հետ»,-ասել է Վ. Տերտերյանը, ընդգծել, որ իր նպատակն է համայնքային ծառայության համակարգում տեսնել բարձրակարգ մասնագետների: Նա վստահություն է հայտնել, որ էստոնական պատվիրակության հետ ՏԿԶՆ վարչական վերահսկողության և համայնքային ծառայության վարչության պետ Արա Ռոստոմյանի և վարչության աշխատակիցների համագործակցությունը կարևոր կլինի նաև փորձի փոխանակման առումով:
Արա Ռոստոմյանն իր հերթին ողջունելով հյուրերին` տեղեկացրել է, որ համայնքային ծառայության մասին գործող օրենսդրությամբ Հայաստանում միայն կենտրոնացված վերապատրաստում է տեղի ունենում, համայնքային ծառայողները պարտադիր 3 տարին մեկ վերապատրաստվում են: «եղեկացված եմ, որ Էստոնիայում համայնքային ծառայողի կարիքները գնահատվում են համայնքներում և համայնքներից են գալիս առաջարկները: Մենք նախատեսում ենք մեզ մոտ վերապատրաստումը դարձնել ըստ պահանջի»,-ասել է Ա. Ռոստոմյանը:
Էստոնական պատվիրակության ղեկավար Տոոմաս Ստեպը շնորհակալություն է հայտնել ջերմ ընդունելության համար, ասել, որ շատ արդյունավետ համագործակցության մեծ ակնկալիքներ ունեն: Հանդիպման ժամանակ Տ. Ստեպը ներկայացրել է համայնքային ծառայության զարգացման վերաբերյալ ծավալուն տեղեկատվություն, տեղի է ունեցել մտքերի փոխանակում:
Այցի շրջանակներում, սեպտեմբերի 14-ին նախատեսվում է այց Դիլիջան խոշորացված համայնք, որտեղ պատվիրակությունը կծանոթանան ՀՀ-ում վարչատարածքային բարեփոխումների գործընթացին, կքննարկվեն համայնքային ծառայությանը վերաբերող հարցեր:
