Կառավարությունը նախատեսում է զիջել պարարտանյութերի և սերմերի դիմաց գյուղացիների կուտակած պարտքերը

Ինչպես տեղեկացնում է Past.am-ը,Այսօր տեղի է ունեցել ՀՀ կառավարության հերթական նիստը, որը վարել է ՀՀ վարչապետ Կարեն Կարապետյանը: Նախքան օրակարգային հարցերի քննարկումը՝ վարչապետը մի շարք հանձնարարականներ է տվել:
Գործադիրի ղեկավարը, անդրադառնալով գյուղատնտեսական ոլորտում պետական աջակցության զանազան ծրագրերով գյուղացիներին 2012 թվականից տրամադրված պարարտանյութերի և սերմերի դիմաց կուտակված պարտքերի հավաքագրման խնդրին, գյուղատնտեսության նախարարից հետաքրքրվել է կառավարության համապատասխան հանձնարարականի ընթացքի մասին, որը տրվել էր այս տարվա մայիսին:
Գյուղատնտեսության նախարար Իգնատի Առաքելյանը նշել է, որ ՀՀ տարածքային կառավարման և զարգացման նախարարության կողմից ներկայացվելիք՝ պարտապանների ցանկերի հիման վրա տվյալները կամփոփվեն և համապատասխան որոշում կներկայացվի կառավարություն՝ զիջելու կամ այլ կարգադրություն տալու համար: Նախարարը հավելել է, որ 2017 թվականին տրամադրված պարարտանյութերի ու սերմերի դիմաց վճարումները կատարվել են 100%–ով, որևէ պարտք չի գոյացել:
Կարեն Կարապետյանը նշել է, որ որոշում են կայացրել համապատասխան փաստաթղթերի առկայության դեպքում 2012–2016 թթ.–ին գյուղացիների կուտակած պարտքերը զիջել և սկսել մաքուր էջից. «Մանավանդ, որ 2017 թ.–ի պրակտիկան ցույց է տվել՝ կարելի է կազմակերպել գործընթացն առանց պարտք կուտակելու»:
Այդ նպատակով վարչապետը հանձնարարել է ՀՀ մարզպետներին 1–ամսյա ժամկետում կազմել պարտապանների վերջնական անվանական ցանկերը՝ ըստ հանրապետության մարզերի և համայնքների, ներկայացնել ՀՀ տարածքային կառավարման և զարգացման նախարարություն՝ 1–շաբաթյա ժամկետում ամփոփման համար։
Գյուղատնտեսության նախարարին էլ հանձնարարվել է 1–ին կետով սահմանված պարտքերի վերջնական ամփոփված ցանկն ստանալուն պես 1–շաբաթյա ժամկետում կառավարության աշխատակազմ ներկայացնել համապատասխան առաջարկություն՝ հարցին վերջնական կարգավորում տալու նպատակով։ «Մենք այսուհետ շատ կոշտ կարգապահություն ենք դրսևորելու: Բոլոր միջնորդ կառույցներին այս գործընթացից պետք է հանենք, աշխատենք ուղիղ հասցեատիրոջ հետ՝ ասելով, որ այս զիջումն ավանդույթ չի լինելու, մեկ անգամ պայմանավորվում ենք խաղի կանոնների մասին և գնում առաջ»,– ընդգծել է վարչապետը:
Անդրադառնալով այն դեպքերին, երբ հասցեատերերը գյուղապետերն են՝ վարչապետը նշել է, որ այդ ժամանակ որպես պարտապան պետք է գյուղապետերին դիտարկել:
