Փոփոխություններ քաղծառայողներին վերաբերող օրենքում

<<Պաստ>>Կառավարության նախորդ տարվա նիստերից մեկում հավանության էր արժանացել հանրային ծառայությունների ոլորտում կարգավորման անկախության բարձրացման նպատակով իրավական գործողությունների ծրագիրը, որի 2–րդ կետով նախատեսվել է «Քաղաքացիական ծառայության մասին» օրենքում և, անհրաժեշտության դեպքում, աշխատակազմի համալրման համապատասխան կանոններում և ընթացակարգերում փոփոխություններ կամ լրացումներ կատարել՝ հանձնաժողովի ֆունկցիոնալ անկախության մակարդակի բարձրացման նպատակով:
«Քաղաքացիական ծառայության մասին» օրենքում պետք է փոփոխություններ կատարվեն, որոնցով հնարավորություն կտրվի փոփոխել որոշակի մասնագիտացված պաշտոնների անձնագրերի գծով աշխատակիցների ընտրության չափանիշները, այդ թվում՝ թեկնածուների լրացուցիչ թեստավորումը: Այս մասին որոշման նախագիծը ներկայացվեց կառավարության երեկվա նիստում:
Ըստ նախագծի՝ հնարավորություն կտրվի հաստատված կազմակերպական կառուցվածքի շրջանակներում մշտական թափուր աշխատատեղերը լրացնելու համար օգտվել բացառապես ներքին կադրային ռեսուրսներից՝ աշխատակազմում անհրաժեշտ որակավորում ունեցող թեկնածուների առկայության դեպքում, իսկ ժամանակավոր թափուր աշխատատեղերը կարող են լրացվել անմիջապես աշխատաշուկայից:
Սահմանվել է քաղաքացիական ծառայության թափուր պաշտոնը ներքին մրցույթով զբաղեցնելու կարգը: Հստակ կտարանջատվեն քաղաքացիական ծառայության թափուր պաշտոնը զբաղեցնելու երեք կարգերը, մասնավորապես՝ ներքին մրցույթով, արտաքին մրցույթով կամ արտամրցութային կարգով: Այսպիսով կներդրվի ներքին մրցույթով պաշտոն զբաղեցնելու կարգը:
Օրենքի լրացված տարբերակում կնշվի, որ մինչև արտաքին մրցույթ հայտարարելը համապատասխան մարմնի ղեկավարի որոշմամբ կարող է անցկացվել ներքին մրցույթ, սակայն թափուր պաշտոնը զբաղեցնելու համար կարող է անցկացվել միայն մեկ ներքին մրցույթ:
