Պաշտոնեական դիրքի չարաշահման, առանձնապես խոշոր չափերով կաշառք ստանալու և կաշառք տալու դեպքերի վերաբերյալ ՀՀ հատուկ քննչական ծառայությունում քննվող քրեական գործով իրականացված նախաքննության ընթացքում որոշում է կայացվել ՀՀ քննչական կոմիտեի քննիչ Լ. Գ.-ին և «Նարսան» ՍՊԸ փոխտնօրեն Ռ. Հ.-ին որպես մեղադրյալներ ներգրավելու մասին: Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՔԾ լրատվական ծառայությունից:

Այսպես, քրեական գործով ձեռք բերված բավարար ապացույցներով հիմնավորվել է, որ ՀՀ քննչական կոմիտեի Երևան քաղաքի քննչական վարչության Կենտրոն և Նորք-Մարաշ վարչական շրջանների քննչական բաժնի ավագ քննիչ Լ. Գ.-ն, բնակարանների հափշտակությունների վերաբերյալ իր վարույթում քննվող քրեական գործով «Նարսան» ՍՊԸ փոխտնօրեն Ռ. Հ.-ի նկատմամբ քրեական հետապնդում չիրականացնելու, ինչպես նաև նրա դստերը բարեխիղճ գնորդ ճանաչելու պայմաններ ստեղծելու ապօրինի գործողության համար Ռ. Հ.-ից ստացել է առանձնապես խոշոր չափերով՝ 4.763.750 ՀՀ դրամին համարժեք 10.000 ԱՄՆ դոլար կաշառք:

Մասնավորապես, Լ. Գ.-ն, իր վարույթում քննվող քրեական գործով ձերբակալված Ա. Ս.-ից հարցաքննության միջոցով տեղեկացել է, որ վերջինս Հյուսիսային պողոտա 11-րդ շենքի բնակարաններից մեկին խարդախությամբ տիրանալուց հետո, նախապես ձեռք բերված պայմանավորվածության համաձայն, առուվաճառքի շինծու պայմանագիր է կնքել Ռ. Հ.-ի հետ, իսկ իրականում որպես գրավ նշված բնակարանն անվանափոխել է նրա դստեր անվամբ: Դրա դիմաց Ռ. Հ.-ն խոստացել է տարեկան 60 տոկոս տոկոսադրույքով 100.000 ԱՄՆ դոլար տալ Ա. Ս.-ին, մինչդեռ տարբեր պատճառաբանություններով ձգձգել և այդպես էլ չի տվել:

Քննիչ Լ. Գ.-ն, այդ մասին տեղեկանալուց հետո, Ռ. Հ.-ի նկատմամբ վաշխառության համար քրեական հետապնդում չիրականացնելու, ինչպես նաև նրա դստերը վերը նշված բնակարանի բարեխիղճ գնորդ ճանաչելու և սեփականության իրավունքը պահպանելու պայմաններ ստեղծելու համար, 2015թ. հոկտեմբերի 2-ից մինչև 2015թ. նոյեմբերի 10-ն ընկած ժամանակահատվածում Ռ. Հ.-ից ստացել է առանձնապես խոշոր չափերով՝ 4.763.750 ՀՀ դրամին համարժեք 10.000 ԱՄՆ դոլար կաշառք:

Այսպիսով, Երևան քաղաքի քննչական վարչության Կենտրոն և Նորք-Մարաշ վարչական շրջանների քննչական բաժնի ավագ քննիչ Լ. Գ.-ին մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 311-րդ հոդվածի 4-րդ մասի 2-րդ կետով` առանձնապես խոշոր չափերով կաշառք ստանալու համար, իսկ Ռ. Հ.-ին` ՀՀ քրեական օրենսգրքի 312-րդ հոդվածի 3-րդ մասի 1-ին կետով` պաշտոնատար անձին առանձնապես խոշոր չափերով կաշառք տալու համար:

Քննիչ Լ. Գ.-ի նկատմամբ որպես խափանման միջոց է ընտրվել կալանավորումը:

Նախաքննությունը շարունակվում է:

Ծանուցում. ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
