Դժվար թե Հայաստանը Չինաստանից կարողանա սպառազինություն ձեռք բերել: Tert.am-ի հետ զրույցում ասաց Ռուսաստանի ռազմավարության և տեխնոլոգիաների վերլուծական կենտրոնի փորձագետ, «Սպառազինության արտահանում» ամսագրի խմբագիր Անդրեյ Ֆրոլովը՝ խոսելով ՀՀ պաշտպանության նախարար Վիգեն Սարգսյանի հայտարարության մասին, որ Հայաստանը հետաքրքրված է Չինաստանի զենքի շուկայով:
Վերջինս նշեց, որ Հայաստանը դեռևս 90-ական թվականներին գնում էր չինական համակարգեր, մասնավորապես համազարկային կրակի ռեակտիվ համակարգեր, բայց ներկայումս ՀՀ-ն չունի ֆինանսական միջոցներ՝ Չինաստանի հետ զենք գնելու խոշոր պայմանագիր կնքելու համար:
«Հայաստանը սպառազինության վերջին խոշոր խմբաքանակը ձեռք է բերել Ռուսաստանից՝ վարկի միջոցով, իսկ սա նշանակում է, որ Հայաստանը խնդիր ունի ֆինանսական միջոցների հետ կապված: Ինձ համար անհասկանալի է, թե ինչպես է Հայաստանը Չինաստանից զենք գնելու, ինչ միջոցներով: Իհարկե, հնարավոր է, որ Չինաստանն էլ վարկ տրամադրի, ինչպես օրինակ Բելառուսին, բայց ես քիչ հավանական եմ համարում, որ կողմերի միջև կնքվի խոշոր խմբաքանակի վաճառքի մասին պայմանագիր»,- ասաց փորձագետը:
Ըստ Անդրեյ Ֆրոլովի՝ Հայաստանի համար զենքի գնումը ոչ միայն պարզապես սպառազինության առք ու վաճառքի պայմանագիր է, այլ քաղաքական որոշակի պաշտպանական համակարգի ձեռքբերում: Դիտարկմանը, թե Ռուսաստանն էլ քաղաքական պաշտպանական համակարգով է ապահովում Հայաստանին, Ֆրոլովն ասաց. «Օգնությունը շատ չի լինում, այնպես չէ՞»:
Ինչ վերաբերում է տեսակետներին, որ Հայաստանը փնտրում է զենքի գնման այլ աղբյուրներ, քանի որ Ռուսաստանը չի դադարում զենք վաճառել Ադրբեջանին, ապա ռուսաստանցի փորձագետն ասաց, որ համաձայն չէ տեսակետների հետ։
«Չեմ կարծում, որ Չինաստանը Հայաստանին ավելի մոտ է, քան Ռուսաստանը, ՌԴ-ն զենք վաճառում է Ադրբեջանին, բայց Հայաստանին այնպիսի զենքեր է տալիս, ինչպես օրինակ՝ «Իսկանդեր»-ը, որը նախկինում որևէ այլ պետության երբևէ չի վաճառել: Չեմ կարծում, որ այստեղ խնդիր կա: Հայաստանն իր հնարավորությունների սահմաններում փորձում է հայկական պոտենցիալը պահել: Զենքի մրցակցության ոլորտում Հայաստանն ակնհայտ է, որ չի հաղթի, բայց Ռուսաստանը փորձում է, կրկնում եմ, պաշտպանել հայկական պոտենցիալը»:
Անդրեյ Ֆրոլով քիչ հավանական համարեց այն սցենարը, որ Ռուսաստանն ապագայում «Իսկանդեր» կվաճառի Ադրբեջանին:
