Ռուբեն Սաֆրաստյանը հաջողված է որակում անկախության տարիներին Հայաստանի արտաքին քաղաքականությունը

Աշխարհաքաղաքական բարդ իրավիճակում գտնվող Հայաստանը անկախության տարիների ընթացքում կարողացել է դիմակայել շատ ծանր մարտահրավերների՝ պահպանելով տարածքային ամբողջականությունը և սատար կանգնելով Արցախի ժողովրդի արդար պայքարին: «Հայաստան-Սփյուռք» 6-րդ համաժողովի շրջանակներում «Արտաքին քաղաքականության օրակարգ» թեմատիկ քննարկման ընթացքում նման կարծիք հայտնեց ՀՀ ԳԱԱ Արևելագիտության ինստիտուտի տնօրեն Ռուբեն Սաֆրաստյանը:
«Բարդ աշխարհաքաղաքական իրավիճակում գտնվող Հայաստանը մեր զարգացման անկախ տասնամյակների ընթացքում հաղթեց պատերազմը, ի տարբերություն մեր հարևանների՝ Վրաստանի և Ադրբեջանի, կարողացավ ոչ միայն պահպանել իր տարածքային ամբողջականությունը, այլ նաև սատար կանգնեց Արցախի ժողովրդի արդար պայքարին: Այս հանգամանքները, մեր երկրի համար աշխարհաքաղաքական բարդ պայմանները, երբ Ադրբեջանն ու Թուրքիան փորձում են շրջափակման մեջ պահել Հայաստանը, իհարկե, ծանր են, սակայն մենք կարողացել ենք կորուստներ չտալ այս տասնամյակների ընթացքում»,- «Արմենպրես»-ի փոխանցմամբ՝ ընդգծեց Սաֆրաստյանը:
Նա երկու հանգամանք նշեց, որոնք հնարավորություն են տվել դիմակայել այդ ծանր մարտահրավերներին: Նրա խոսքով՝ առաջինը Հայաստանի արտաքին քաղաքականությունն է, երկրորդը՝ սփյուռքի գործունեությունը: «Անկախության տարիների ընթացքում մեր արտաքին քաղաքականությունը կարող է համարվել ոչ միայն հաջողված, այլ նաև ունիկալ մի երևույթ համաշխարհային դիվանագիտության տիրույթում: Մենք կարողացել ենք դաշնակցային հարաբերություններ ունենալ Ռուսաստանի հետ, մաս կազմել ռազմաքաղաքական դաշինքների և ապահովել մեր անվտանգությունը: Ոչ Վրաստանը, ոչ Ադրբեջանը չունեն Ռուսաստանի նման դաշնակից և մաս չեն կազմում որևէ ռազմաքաղաքական դաշինքի: Մյուս կողմից մենք կարողացել ենք այս տասնամյակների ընթացքում կառուցողական հարաբերություններ հաստատել Արևմուտքի հետ: Այդ հարաբերություններում կարևոր է այն հանգամանքը, որ մենք բոլոր այն պարտականությունները, որոնք վերցնում ենք մեր վրա, հստակ կատարում ենք»,- ընդգծեց Ռուբեն Սաֆրաստյանը:
Նա կարևորում է նաև այն հանգամանքը, որ Հայաստանը կարողացել է չորս հարևաններից երկուսի հետ հաստատել կայուն հարաբերություններ: Նրա գնահատմամբ՝ Իրանի հետ Հայաստանի հարաբերություններն արդեն դուրս են եկել երկկողմ գործակցության ձևաչափից և դարձել են ռազմավարական նշանակություն ունեցող՝ հանդիսանալով տարածաշրջանում կայունացնող գործոն:
