Հայաստան-Սփյուռք համաժողովի շրջանակում տեղի ունեցավ արտաքին քաղաքականության թեմատիկ նիստը

Երևանում սեպտեմբերի 18-ին տեղի ունեցավ Հայաստան - Սփյուռք 6-րդ համաժողովի չորս ուղղություններից մեկի՝ արտաքին քաղաքականության 1-ին թեմատիկ նիստը՝ նվիրված հայության արդի արտաքին քաղաքական մարտահրավերներին և դրանց արձագանքման գործում Հայաստան-Սփյուռք համագործակցությանը: Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ արտաքին գործերի նախարարության մամուլի, տեղեկատվության և հասարակայնության հետ կապի վարչությունից:
Նիստի ընթացքում ելույթներով հանդես եկան և ներկաների հարցերին պատասխանեցին Արցախի Հանրապետության արտաքին գործերի նախարար Կարեն Միրզոյանը, ՀՀ արտաքին գործերի նախարարի տեղակալ Շավարշ Քոչարյանը, Արցախի Հանրապետության մարդու իրավունքների պաշտպան Ռուբեն Մելիքյանը և ՀՀ ԳԱԱ արևելագիտության ինստիտուտի տնօրեն, ակադեմիկոս Ռուբեն Սաֆրաստյանը:
Արցախի Հանրապետության արտաքին գործերի նախարար Կարեն Միրզոյանը նիստի մասնակիցներին ներկայացրեց հայության առջև ծառացած արտաքին մարտահրավերների և հնարավորությունների վերաբերյալ արցախյան մոտեցումները: Իր ելույթի ավարտին Կարեն Միրզոյանը պատասխանեց ներկաների հարցերի, որոնք, մասնավորապես, վերաբերում էին Արցախի բնակչության շահերի պաշտպանության գործում Սփյուռքի ջանքերի համադրման հեռանկարներին:
«Հայության ջանքերի համադրումը Լեռնային Ղարաբաղի հիմնախնդրի շուրջ» թեմայով զեկույցով հանդես գալով՝ ԱԳ նախարարի տեղակալ Շավարշ Քոչարյանը մանրակրկիտ ներկայացրեց հակամարտության կարգավորման իրավական հիմքերի համապատասխանությունը ՄԱԿ Կանոնադրությանը, Հելսինկյան եզրափակիչ ակտին և այլ իրավական փաստաթղթերին: Նախարարի տեղակալն անդրադարձ կատարեց Ադրբեջանի կողմից սանձազերծված ագրեսիայի իրավական հետևանքներին, Հայաստանի դերին՝ որպես Արցախի ժողովրդի անվտանգության և Արցախի Հանրապետության անկախության երաշխավորի:
Եզրափակելով զեկույցը՝ Շավարշ Քոչարյանն ընդգծեց, որ Արցախի ժողովուրդն ապացուցել է իր կարողությունը՝ կայացնելու ինքնիշխան և ժողովրդավար արժեքների վրա հիմնված պետություն:
ՀՀ ԳԱԱ արևելագիտության ինստիտուտի տնօրեն Ռուբեն Սաֆրաստյանն իր զեկույցում անդրադարձավ ՀՀ տարածաշրջանային քաղաքականությանը, դրանում Սփյուռքի գործոնին, տարածաշրջանային քաղաքականության հայեցակարգային մոտեցմանը, հարևան երկրների, ինչպես նաև ԱՄՆ-ի, ՌԴ-ի և ԵՄ-ի հետ Հայաստանի հարաբերություններին:
Նիստի ընթացքում զեկույցով հանդես եկավ նաև Արցախի Հանրապետության մարդու իրավունքների պաշտպան Ռուբեն Մելիքյանը՝ ներկայացնելով ԼՂ հակամարտությունում միջազգային մարդասիրական իրավունքի և մարդու իրավունքների ոտնահարման փաստերը, հայատյացության ադրբեջանական համակարգված քաղաքականությունը և ադրբեջանական այդ գործողություններին պատշաճ իրավական գնահատական տալու ուղղությամբ գործադրվող ջանքերը:
Արցախի մարդու իրավունքների պաշտպանը, մասնավորապես, նշեց, որ ԼՂ հակամարտության իրավական բաղադրիչի կառուցվածքում աստիճանաբար ավելի մեծ կշիռ են ստանում հակամարտության գոտում բնակվող անձանց, մասնավորապես, Արցախի Հանրապետության քաղաքացիների հիմնարար իրավունքների երաշխավորման միջազգային-իրավական հարցերը, ինչը նոր մարտահրավերներ է առաջ բերում Հայաստանի և Արցախի պետականության, ինչպես նաև Սփյուռքի կառույցների առջև:
