Ժողովրդագրական իրավիճակի բարելավման նախապայմանը

Ժողովրդագրությունը յուրաքանչյուր պետության հայելին կարելի է համարել: Իսկ ժողովրդագրական իրավիճակի բարելավման ցանկացած ծրագրի նախահիմքը այնտեղ ապրելու հարմարավետությունն է: Առավել ևս ամբողջ աշխարհում արտագաղթի անվերջ աճի միտումը հուշում է, որ իր երկրում ապրել չկարողացող քաղաքացին հաճախ նախընտրում է ավելի դժնի պայմաններում ապրել, բայց՝ ո՛չ իր հայրենիքում:
 
Տեղեկատվությունը, որ այսօր վարչապետ Կարեն Կարապետյանի մոտ տեղի ունեցած խորհրդակցության ընթացքում ներկայացվել են ՀՀ ժողովրդագրական իրավիճակի բարելավման ծրագրի նախագիծը և նպատակային միջոցառումները, ակամա մտածել է տալիս, թե ինչ մոգական դրույթներ պիտի պարունակի այդ փաստաթուղթը, որ ժողովրդագրական կայուն զարգացում ապահովի: Կամ՝ ին՞չ միջոցառումներ ու գործիքակազմ պետք է կիրառվի, երբ ամենքին է հայտնի, թե ինչու է խաթարվում մեր ժողովրդագրական նկարագիրը: Առավել ևս՝ փաստաթուղթը մշակվել է ՀՀ աշխատանքի և սոցիալական հարցերի նախարարության կողմից և բխում է ՀՀ կառավարության ծրագրից: Իսկ նշյալ նախարարությունում առավել հստակ գիտեն քաղաքացիների հուսահատության չափն ու պատճառները:
 
Ծավալված քննարկումների արդյունքում վարչապետն անհրաժեշտ է համարել  գնահատել, թե կոնկրետ որ միջոցառումն ինչպիսի հավանական ազդեցություն կարող է ունենալ ժողովրդագրական ընդհանուր պատկերի վրա: Նա նաև կարևոր է  համարել միջազգային փորձի ուսումնասիրությունը և հանձնարարել է լրամշակել նախագիծը՝  հաշվի առնելով հնչեցված մոտեցումները:
 
Անհերքելի է ժողովրդագրության զարգացման գաղափարական, քաղաքական և գործնական մեծ նշանակությունը։ Իսկ ժողովրդագրական իրավիճակի բարելավման ցանկացած ծրագրի «այբ»-ը ազգաբնակչության սոցիալական, իրավական պաշտպանվածությունն է՝ որ մարդը ամուր հող ունենա ոտքի տակ:
