Հայաստանի իշխանությունները հաշմանդամություն ունեցող անձանց համար կարևոր բարեփոխումներ են իրականացրել կրթական ոլորտում

Հայաստանի իշխանությունները նախաձեռնել են բավականին կարևոր բարեփոխումներ հաշմանդամություն ունեցող երեխաների համար կրթության ոլորտում: «Արմենպրես»-ի հաղորդմամբ՝ սեպտեմբերի 19-ին «Հաշմանդամություն ունեցող անձանց սոցիալական իրավունքների պաշտպանության համաժողով»-ին լրագրողների հետ ճեպազրույցում այս մասին ասաց միջազգային փորձագետ, հաշմանդամություն ունեցող անձանց սոցիալական իրավունքներին վերաբերող առցանց HELP հարթակի համահեղինակ Կոնստանտին Կոջոկարիուն:
«Մենք Հայաստանում մի շարք ուղղություններով իրականացրել ենք վերլուծություն: Ուսումնասիրել ենք հաշմանդամություն ունեցող անձանց վիճակը մարդու իրավունքների միջազգային նորմերի տեսանկյունից: Ուսումնասիրություն ենք կատարել առողջապահության, կրթության, համայնքային կյանքի, աշխատանքի, զբաղվածության և այլ ոլորտներում: Վերլուծության արդյունքում պարզ դարձավ, որ Հայաստանի իշխանությունները նախաձեռնել են բավականին կարևոր բարեփոխումներ: Իշխանությունները փորձում են կրթական համակարգը վերափոխել՝ այն դարձնելով ավելի մատչելի և հասանելի հաշմանդամություն ունեցող երեխաների համար»,-ասաց Կոնստանտին Կոջոկարիուն:
Նրա խոսքով՝ սա եզակի երևույթ է և օրինակ այլ երկրների համար: Այնուամենայնիվ, շատ հիմնախնդիրներ դեռ կան: Հաշմանդամություն ունեցող անձինք առօրյա կյանքում շատ խնդիրների են հանդիպում: Մասնավորապես, հաշմանդամություն ունեցող անձանց դեպքում աղքատության մակարդակն ավելի բարձր է աղքատության ընդհանուր ցուցանիշների համեմատ:
Միջազգային փորձագետը նշեց, որ վերլուծության արդյունքում հանդես են եկել բազմաթիվ առաջարկություններով: «Օրինակ՝ Հայաստանը պետք է ջանքեր ձեռնարկի խտրականության դեմ պայքարի մասին օրենսդրություն ընդունելու ուղղությամբ: Բացակայության պարագայում մարդիկ չունեն օրենսդրությունից օգտվելու հնարավորություն»,-ասաց նա:
Կոնստանտին Կոջոկարիուի խոսքով՝ առաջարկները հիմնականում օրենսդրության փոփոխությանն են վերաբերել, սակայն եղել են նաև առաջարկներ պետության քաղաքականության հարթությունում: Առաջարկել են, որ կառավարությունը համապատասխան միջոցառումներ ձեռնարկի՝ լուծելու հասանելիության, մատչելիության խնդիրը, բնակֆոնդի հետ կապված՝ համապատասխան քաղաքականություն որդեգրի, նաև համապատասխան քաղաքականություն իրականացնի զբաղվածության ոլորտում:
