ՆԱՏՕ-ն դեմ է միջուկային զենքի արգելքի մասին ՄԱԿ-ի պայմանագրին

Եթե միջուկային զենքն արգելող պայմանագրին չմիանա որեւէ երկիր, որն ունի միջուկային զենք, ապա այդ պայմանագիրն արդյունավետ չի լինի, չի կրճատի միջուկային զինանոցն ու չի ամրապնդի որեւէ երկրի անվտանգությունը, նաեւ միջազգային խաղաղությունն ու կայունությունը։ Այս մասին ասվում է Միջուկային զենքի արգելման մասին ՄԱԿ-ի պայմանագրի կապակցությամբ ՆԱՏՕ-ի անդամ երկրների հայտարարության մեջ։

Հայտարարության մեջ ասվում է, որ այդ պայմանագիրը կարող է տարաձայնություններ առաջացել, մինչդեռ հիմա առավել քան երբեւէ անհրաժեշտ է միասնական մոտեցում միջուկային զենքի տարածման ու անվտանգության սպառնալիքների հանդեպ։

Դաշինքի անդամ երկրները համարում են, որ ՄԱԿ-ի պայմանագիրը հակասում է չտարածման ու զինաթափման առկա ճարտարապետությանը։ «Արգելքի մասին պայմանագիրը, մեր կարծիքով, անտեսում է անվտանգության առավել բարդ միջազգային իրողությունները։ Մինչդեռ աշխարհը հիմա պետք է միասնական մնա աճող սպառնալիքներին ընդառաջ, մասնավորապես այն լուրջ սպառնալիքին, որը ստեղծում է Հյուսիսային Կորեայի միջուկային ծրագիրը։ Պայմանագիրը հաշվի չի առնում անվտանգության այդ խնդիրները»։

«ՆԱՏՕ-ի միջուկային ներուժի հիմնական նպատակն է խաղաղության պահպանումը, հարկադրանքի կանխումն ու ագրեսիայի զսպումը։ Քանի դեռ գոյություն ունի միջուկային զենք՝ ՆԱՏՕ-ն մնում է միջուկային դաշինք։ Մենք մեր գործընկերներին ու այդ պայմանագրի աջակցության հարցը դիտարկող բոլոր երկրներին կոչ ենք անում լրջորեն խորհել այդ պայմանագրի հետեւանքների մասին՝ միջազգային խաղաղության ու անվտանգության տեսակետից»։

Քանի որ դաշնակիցները հանձնառու են զսպման, պաշտպանության, զինաթափման, չտարածման ու սպառազինությունների հսկողության միջոցով անվտանգության ապահովմանը՝ մենք, դաշնակից երկրներս, չենք կարող աջակցել այդ պայմանագիրը։ Այդ իսկ պատճառով  միջուկային զենքի հարցում մեր երկրների իրավական պարտավորություններում  որեւէ փոփոխություն չի լինի։ Այսպիսով մենք չենք ընդունում որեւէ փաստարկ այն բանի օգտին, որ այդ պայմանագիրը անդրադարձնում է կամ որեւէ կերպ նպաստում է սովորական միջազգային իրավունքի զարգացմանը»։

Միջուկային զենքի արգելման մասին պայմանագիրը բաց է ստորագրման համար սեպտեմբերի 20-ից։ Այն ընդունվել էր անցած տարվա հուլիսի 7-ին ՄԱԿ-ի շտաբ բնակարանում ու ուժի մեջ կմտնի, երբ այն վավերացնեն 50 պետություններ։ Պայմանագիրը , որն աջակցել են ՄԱԿ-ի անդամ 193 երկրներից 122-ը, արգելում է միջուկային զենքի մշակումը, փորձարկումը, պահումը, ձեռքբերումն ու փոխադրումը։
