Առանց հերթագրումների եւ խոչընդոտների. հոկտեմբերի 1-ից ուժի մեջ է մտնում սոցփաթեթի նոր կարգը

Հայաստանում հոկտեմբերի 1-ից կգործի սոցիալական փաթեթի շահառուների՝ պետության կողմից երաշխավորված անվճար և արտոնյալ պայմաններով բժշկական օգնություն և սպասարկում ստանալու նոր կարգը: Ինչպես «Արմենպրես»-ի մամուլի սրահում հրավիրված ասուլիսում նշեց ՀՀ առողջապահության նախարարի տեղակալ Սամվել Մարգարյանը, իրականացվող փոփոխությունների համաձայն, հոկտեմբերի 1-ից սոցփաթեթի շահառուները տարեկան պարտադիր բուժզննումը կարող են անցնել իրենց կողմից ընտրած ցանկացած բուժհաստատությունում:
«Այսուհետև բոլոր փուլերում սոցփաթեթի շահառուն կարող է ընտրել այն բուժհաստատությունը, որտեղ ցանկանում է բուժզննում անցնել կամ բուժվել: Այստեղ մրցակցային տարր ենք ներառում, պոլիկլինիկաներն այլևս երաշխավորված գումար չունեն»,-ասաց Սամվել Մարգարյանը:
Բուժհաստատությունների ցանկը հաստատվել է նախարարության կողմից: Սամվել Մարգարյանը նշեց, որ բոլոր այն հիմնարկները, որոնք սոցփաթեթով պայմանավորված 700-ից ավելի ծառայություններից գեթ մեկի մատուցման համար լիցենզավորում ունեն, ապա կարող են դիմել նախարարություն և ընդգրկվել: Այսօր հաստատված ցանկում կա արդեն 150 բուժհիմնարկ:
Անդրադառնալով մեկ այլ փոփոխության` Սամվել Մարգարյանը նշեց, որ ներկայում գործում է հետևյալ կարգը. ի սկզբանե բյուջետային միջոցները բաշխվում են բուժհաստատությունների միջև: Ելնելով սահմանափակ բյուջեի սկզբունքից` աշխատում էր հերթագրման մեխանիզմը: Այսինքն` բժշկական հիմնարկը ստանում էր որևէ իքս գումար, և եթե դաշտում տվյալ բուժհիմնարկի վարկանիշը բարձր էր, ապա այցելություններն այդտեղ շատ էին, հետևաբար պետբյուջեից նախատեսված գումարը շուտ էր վերջանում: Բարձր վարկանիշ ունեցող բուժհիմնարկներում մայիս, հունիս ամիսներից արդեն խնդիր էր լինում:
«Այժմ, մենք շարժվում ենք «փողը գնա մարդու հետևից» սկզբունքով: Հիմա առաջակում ենք մեկ պատուհանի սկզբունք: Քաղաքացին զանգում է ապահովագրական ընկերություն, տեղեկացնում է խնդրի մասին, որից հետո կարող է գնալ կամ առաջնային օղակ, կամ հիվանդանոց, նոր գումարը կփոխանցվի այդ հաստատություն: Այսինքն` բուժհաստատությանը նախապես գումար չի տրվի: Մեխանիզմն արդեն այնպես է կառուցված, որ տեխնիկապես հնարավոր չէ ասել պետպատվերն ավարտվել է»,-ասաց Սամվել Մարգարյանը:
Առողջապահության նախարարության Պետական առողջապահական գործակալության պետ Ծաղիկ Վարդանյանն էլ տեղեկացրեց, որ տարեկան պարտադիր բուժզննման ցանկում վերանայում է եղել: Քանի որ որոշ ծառայություններ իրականացվում են նաև խոշոր սկրինինգային ծրագրերի շրջանակում, հետևաբար կրկնություններից խուսափելու համար սոցփաթեթի ցանկից հանվել են:
Հայաստանում գործող 6 ապահովագրական ընկերությունները պայմանագրեր են կնքում 150 բուժհիմնարկի հետ: Սոցփաթեթի շահառուների թիվը 100 հազար է:
