Ռուսաստանին փորձում են զրկել վետոյի իրավունքից. ի՞նչ է մտածում Հայաստանը

ՄԱԿ Անվտանգության խորհրդի մշտական անդամ երկրների վետոյի իրավունքը սահմանափակելուն կողմ է հանդես գալիս 114 երկիր: Այս մասին հայտարարել է Լիխտենշտեյնի ԱԳ նախարար Աուրելիա Ֆրիկը:
Մոսկվայում համաձայն չեն առաջարկին: ՄԱԿ-ում Ռուսաստանի մշտական ներկայացուցչի տեղակալ Վլադիմիր Սաֆրոնկովը նշել է, որ անընդունելի է Անվտանգության խորհրդի մշտական անդամների լիազորությունները սահմանափակելու ցանկացած գաղափար: Նախքան ՄԱԿ Գլխավոր ասամբլեայի նստաշրջանը Դոնալդ Թրամփը հայտարարել էր, որ մտադիր է ՄԱԿ կառույցների բարեփոխման գաղափար ներկայացնել: Նա հանդիպման է հրավիրել շատ երկրների առաջնորդների, որոնց հետ քննարկել է գաղափարները: Հայտնի չէ, թե ինչ է քննարկվել հանդիպմանը, սակայն, ինչպես նշում են փորձագետները, խոսքը նաեւ ՄԱԿ ԱԽ մշտական անդամներին վետոյի իրավունքից զրկելու մասին է:
Ռուսաստանը դեմ է այս գաղափարին, եւ վերլուծաբանները դրա հետ են կապում Պուտինի չմասնակցելը ՄԱԿ Գլխավոր ասամբլեայի նստաշրջանին: Չինաստանը պաշտոնական համաձայնություն չի տվել, սակայն չի էլ մերժել դրա հնարավորությունը: Ֆրանսիան էլ հանդես է եկել առաջարկությամբ, որ ցեղասպանությունների հարցի քննարկման դեպքում ՄԱԿ ԱԽ անդամները զրկվեն վետոյից: Փարիզը պնդում է, որ մարդկության դեմ հանցագործությունների դեպքում ՄԱԿ ԱԽ անդամները կամավոր հրաժարվեն վետոյի իրավունքից:
Հայտնի չէ, արդյոք Հայաստանն աջակցել է ՄԱԿ բարեփոխման գաղափարին: Պաշտոնական Երեւանն այդ առթիվ տեսակետ չի հայտնել: Ակնհայտ է, որ Երեւանը հրապարակային դեմ չի գնա Մոսկվային, սակայն պետք է գիտակցի իր շահը՝ Հայաստանին ձեռնտու՞ է ՄԱԿ Անվտանգության խորհրդում Ռուսաստանին վետոյի իրավունքից զրկելը, հատկապես ցեղասպանության հարցերի քննարկման դեպքում:
Սերժ Սարգսյանը ՄԱԿ Գլխավոր ասամբլեայի ամբիոնից ելույթում նշել է, որ հաջորդ տարի, երբ կնշվի Ցեղասպանությունների կանխարգելման մասին կոնվենցիայի 70-ամյակը, Հայաստանը նախաձեռնությամբ հանդես կգա: Հաջորդ տարի Հայաստանը նախագահելու է Ֆրանկոֆոնիայի միջազգային կազմակերպությունում, Երեւանում ֆրանկոֆոնիայի մեծ վեհաժողով է կայանալու: Պատահական չէ, որ ցեղասպանության հարցերում ԱԽ անդամներին վետոյի իրավունքից զրկելու նախաձեռնությամբ հանդես է գալիս Ֆրանսիան:
Չի բացառվում, որ Հայաստանը Ֆրանսիայի եւ մի շարք ֆրանկոֆոն երկրների հետ ՄԱԿ կողմից Հայոց ցեղասպանության ճանաչման եւ հայերի իրավունքների վերականգնման նախաձեռնությամբ հանդես գա: Դա կարող էլ ինել, եթե Թուրքիան մինչեւ 2018 թվականի գարուն չվավերացնի հայ-թուրքական արձանագրությունները: Չնայած, վավերացումն էլ չի կասեցնի այդ գործընթացը: Հիշեցնենք, որ Սերժ Սարգսյանը ՄԱԿ-ում հայտարարել է, որ եթե Թուրքիան չվավերացնի արձանագրությունները, 2018 թվականի գարնանը Հայաստանը դրանք աղբարկղը կնետի: Հայաստանը, սակայն, այդ քայլի համար պետք է աջակցի Ֆրանսիայի եւ այլ երկրների նախաձեռնությանը, որոնք փորձում են հասնել ՄԱԿ-ի բարեփոխման:
