Հայաստանի ֆինանսների նախարար Վարդան Արամյանը նոր վարկերի ներգրավման առումով պահպանողական վարքագիծ որդեգրելու անհրաժեշտություն է տեսնում: Սեպտեմբերի 25-ին կայացած ասուլիսի շրջանակներում լրագրողների հետ հանդիպմանը նախարարն ընդգծեց, որ ՀՀ կառավարությունն ունի բազմաթիվ վարկային ծրագրեր, որոնք բանակցման գործընթացում են և փորձել է այդ գործընթացն ավելի պահպանողական դարձնել: «Ես չեմ ցանկանում տվյալ դեպքում օգտագործել կասեցնել բառը, որովհետև մենք ունենք արդեն ստորագրված համաձայնագրեր, որոնք ենթադրում են շուրջ 1.7 միլիարդ ԱՄՆ դոլարի չափով գումարի ներդրում մեր տնտեսության մեջ առաջիկա 7-8 տարիների ընթացքում: Ի լրումն սրա, որպեսզի մենք կարողանանք արդյունավետ կերպով ավելացնել այդ 1.7 միլիարդի պաշարը, պետք է ունենանք պահպանողական վարքագիծ»,- «Արմենպրես»-ի փոխանցմամբ` նշեց Արամյանը:

Նախարարը հավելեց, որ մի կողմից կառավարությունն ունի պարտքի կայունացման խնդիր, մյուս կողմից տնտեսական աճն ուժեղացնելու և հենքերն ավելացնելու խնդիր: «Այս խնդիրները պետք է միմյանց հետ բալանսավորվեն: Դրա համար, որպեսզի մենք ապագա տարիներին խնդիրներ չունենանք, պետք է ունենանք խիստ պահպանողական վարքագիծ և նոր վարկերը վերցնենք կանոններով: Կանոններից մեկն այն է, որ անհրաժեշտ է նախապատվություն տալ այն վարկային ծրագրերին, որոնք ենթավարկով տրամադրվում են տնտեսավարողին, և հետագայում դա մեր հարկատուների միջոցների հաշվին չի փակվելու: Այսինքն, պետությունը որպես միջնորդ կարողանում է վարկն արտոնյալ պայմաններով վերցնել և տալ տնտեսավարողներին, տնտեսավարողները կարողանում են ապահովել տնտեսական ակտիվություն և աճ ու իրենց կանխիկ հոսքերի հաշվին հետ են մարում, իսկ մենք հետ ենք մարում մեր դոնորներին»,- պարզաբանեց Վարդան Արամյանը:

Նա նաև հավելեց, որ պետք է առաջնայնություն տրվի այն ծրագրերին, որոնք կարող են որևէ ոլորտի արտադրողականությունն անմիջապես էականորեն բարձրացնել: «Երրորդ ուղղությունն այն է, որ մենք պետք է ավելի մեծ շեշտադրում կատարենք տարածաշրջանային ծրագրերի վրա: Այսինքն, մենք վտանգավոր ենք համարում այն հանգամանքը, որ մեր ՀՆԱ-ի շուրջ 60 տոկոսը ձևավորվում է Երևանում և նրան հարակից հատվածներում: Մենք պետք է այնպես անենք, որ մյուս տարածքներում ևս տնտեսությունն ակտիվանա: Սրանք են այն կրիտերիաները, որոնցով մենք առաջնորդվելու ենք վարկեր ներգրավելու պարագայում: Եթե կլինեն խիստ անհրաժեշտ ծրագրեր, նոր մենք կգնանք բանակցությունների»,- մանրամասնեց Վարդան Արամյանը:
