Շիրակի պետական համալսարանի ռեկտոր Սահակ Մինասյանը ՝ պատասխանելով վերջին օրերին աղմուկ հանած քննադատություններին, հպարտորեն նշում է, որ իր ղեկավարած համալսարանում ամենաբարձր աշխատավարձերն են ստանում: Բայց նաև նշում է, որ դա դասախոսներին չի վերաբերվում, որովհետև նրանց աշխատավարձը սահմանվում է ըստ ժամերի և դրույքի:

Իսկապես, հետաքրքիր պատկեր է ստացվում: Սոցիալապես բազմաթիվ խնդիր ունեցող Գյումրիում համալսարանը ամենաբարձր աշխատավարձերն է վճարում, բայց ոչ թե դասախոսական անձնակազմին, որ պիտի ցանկացած բուհի շարժիչ ուժը լինի, այլ ադմինիստրատիվ աշխատողներին՝ օգնական, պահակ, վարորդ, հաշվապահ, բժիշկ և այլն: Մի կողմ թողնենք, որ նույնիսկ Երևանի հարուստ համալսարանները նրանց նման ճոխություն չեն թույլ տալիս, և երբ խոսում են աշխատավարձ բարձրացնելու մասին ՝ նկատի ունեն նախ դասախոսական անձնակազմին, որովհետև համալսարանը նախ կրթական, հետո նոր ադմինիստրատիվ կառույց է:

Շիրակի պետական համալսարանն այդքան հարուստ չէ, պահանջված բուհ չէ, ոչ Հայաստանում, ոչ էլ տարածաշրջանում, բայց ռեկտորը հպարտորեն հայտարարում է, թե այստեղ ամենաբարձր աշխատավարձերն են: 

Ամեն դեպքում, արտառոց ոչինչ տեղի չի ունեցել, եթե հաշվի առնենք կրթական համակարգի դերակատարումը ներկա քաղաքական համակարգում: Սահակ Մինասյանը շատ ճիշտ է հասկացել իր վերադասների թաքնված ուղերձը, դրա համար էլ ուժեղացնում է ոչ թե դասախոսների, այլ աշխատակազմի դիրքերը, որովհետև վաղը նրանք են ոգևորված լինելու ձայների հավաքագրմամբ զբաղվել:
