Հայաստանի Հանրապետությունում Արցախի Հանրապետության մշտական ներկայացուցչությունում սեպտեմբերի 29-ին ԱՀ Ազգային ժողովի նախագահ Աշոտ Ղուլյանը հանդիպել է Եվրոպայում անվտանգության և համագործակցության կազմակերպության խորհրդարանական վեհաժողովի Հարավային Կովկասի հարցերով հատուկ ներկայացուցիչ Քրիստիան Վիգենինին:

Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ ԱԺ հանրային կապերի վարչությունից, ողջունելով եվրոպացի խորհրդարանականին՝ Աշոտ Ղուլյանը հույս է հայտնել, որ հաջորդ հանդիպումները տեղի կունենան Ստեփանակերտում, ինչը ավելի մեծ հնարավորություններ կտա Հարավային Կովկասի հարցերով հատուկ ներկայացուցչին ծանոթանալու հակամարտության գոտում առկա իրավիճակին և Արցախի պաշտոնական ու հանրային տեսակետին:

Շնորհակալություն հայտնելով հանդիպման համար՝ Քրիստիան Վիգենինը նշել է, որ տեղյակ լինելով տարածաշրջանում ստեղծված բարդ իրավիճակին՝ այնուամենայնիվ, ուզում է վերահաստատել իր համոզմունքը, որ Ղարաբաղյան հիմնախնդիրը պետք է կարգավորվի բացառապես խաղաղ ճանապարհով: Հատուկ ներկայացուցիչը ընդգծել է, որ առաջնորդվում է ԵԱՀԿ վերջին տարիներին ձևավորված պաշտոնական մոտեցումներով և ցանկություն ունի խորհրդարանական վեհաժողովի հնարավորություններն ի սպաս դնելու հանուն հակամարտության խաղաղ կարգավորման:

Աշոտ Ղուլյանը եվրոպական կազմակերպության ներկայացուցչի ուշադրությունն է հրավիրել այն փաստին, որ չնայած անկախության 26 տարիների ընթացքում ժողովրդավարության, մարդու իրավունքների պաշտպանության և հանրային անվտանգության ուղղությամբ Արցախի գրանցած հաջողություններին, այն միակ տարածաշրջանն է, որը Ադրբեջանի քմահաճույքների և մերժողական քաղաքականության պատճառով դուրս է մնում եվրոպական ընտանիքի ծրագրային աջակցության շրջանակներից: Այդուհանդերձ, Արցախի Հանրապետությունը շարունակում է սեփական միջոցներով ապահովել եվրոպական արժեհամակարգի զարգացումը և իր ապագան տեսնում է միայն ազատության և անկախության պայմաններում:

Այնուհետև տեղի է ունեցել մտքերի փոխանակություն՝ տարածաշրջանային անվտանգության հեռանկարների, վստահության մթնոլորտի կառուցման ուղղությամբ անհրաժեշտ քայլերի և դրանցում խորհրդարանական դիվանագիտության դերի շուրջ:
