Շիրակ մարզպետն ամփոփեց պաշտոնավարման 100 օրը

Շիրակի մարզի Ամասիա, Աշոցք, Արփի և Սարապատ խոշորացված համայնքների կողմից Հայաստանի տարածքային զարգացման հիմնադրամին ներկայացված ծրագրերից արդեն հաստատված է 4 ծրագիր՝ ուղղված գյուղատնտեսության աջակցությանը, ճանապարհների սպասարկման ու կոմունալ ծառայությունների բարելավմանը՝ տեխնիկական վերազինման ճանապարհով:

Ընդհանուր բյուջեն կազմում է 739.11 մլն. դրամ կամ 1.5 մլն. ԱՄՆ դոլար: ՀՀ Շիրակի մարզից «Սոցիալական ներդրումների և տարածքային զարգացման ծրագրին» թվով 34 մասնակցության հայտ են ներկայացվել՝ գյուղատնտեսության, տեղեկատվական տեխնոլոգիաների, զբոսաշրջության, էներգախնայող և վերականգնվող էներգետիկայի ոլորտներում: Շիրակի մարզում իրականացված այս, ինչպես նաև մի շարք այլ ծրագրեր սեպտեմբերի 29-ին կայացած ամփոփիչ ասուլիսի ժամանակ ներկայացրեց Շիրակի մարզպետ Արթուր Խաչատրյանը: Մարզապետը նաև խոսեց խնդիրների մասին՝ թվերի լեզվով: ՀՀ Շիրակի մարզում մեկ շնչի հաշվով համախառն ներքին արտադրանքը 48% է, ինչը բավական ցածր ցուցանիշ է: Հայաստանի Հանրապետության համախառն ներքին արտադրանքում ՀՀ Շիրակի մարզի մասնաբաժինը 2016 թվականին կազմել է 4%: Մարզի տնտեսության հիմնական հատվածը բաժին է ընկնում գյուղատնտեսությանը, բայց գյուղատնտեսական տեխնիկայի արդիականացման հարցում կա լուրջ խնդիր:

«Առաջին անգամ ունենք ՀՀ վարչապետի լուրջ հանձնարարականը, որ մարզի գյուղատնտեսության ինտենսիվ զարգացումը դիտվի այգեգործությունը»,-նշեց Արթուր Խաչատրյանը: Շիրակում մանրածախ առևտրի շրջանառությունը կազմել է 47.6 մլրդ դրամ, ակտիվ ձեռնարկությունների քանակը կազմում է 5853, աշխատատեղերը 28976:

«Մարզի խնդիրներին միայն թվերի լեզվով ծանոթ լինելն, իհարկե, բավարար չէր, այստեղ արդեն խնդիրների բազմաշերտությունն եմ տեսել, տարածաշրջանների ու մարդկանց տարբերությունը: Պետք է հասկանալ, որ խնդիրները տարբեր են ու դրանց առաջացման պատճառները և օբյեկտիվ, և սուբյեկտիվ հիմքեր ունեն: Մարզը, բնականաբար, ունի խնդիրներ, որոնց ախտորոշման և արմատական լուծումների առաջադրման համար ենք տրամադրել աշխատանքային առաջին 100 օրերը: Մեկ կարևոր փոփոխություն պետք է հաստատ արձանագրեմ, որ մարզպետարանից դուրս եկող փաստաթղթերում էականորեն ավելացել են առաջարկություններն ու դիտողությունները, մենք աշխատել ենք նախաձեռնություններով հանդես գալ»,-նշեց մարզպետը:

Մարզպետը վստահեցրեց՝ ամեն ինչ արվել է գործարար ձեռնարկները խրախուսելու, ներդրումային ծրագրերի մուտքը մարզ ապահովելու համար:

«Ներդրումային երկու ծրագիր կա, որոնց մասին շուտով հստակորեն կխոսենք: Ուրախացնողն ինձ համար համայնքային զարգացման ծրագրերի մասով կատարված աշխատանքներն էին: Մարզի համայնքները պատասխանատու աշխատանքային խմբերի հետ բավական ակտիվ աշխատեցին, մշակվեց 38 ծրագիր, որոնցից 16-ը անցան նախնական քննարկումերը: Դրանց մի մասի իրականացման համար հաստատ միջոցներ կտրամադրվեն»:

Մարզպետը կարևորեց նաև զբոսաշրջության զարգացումը, ընդգծելով, որ Շիրակի մարզը, մասնավորապես, Գյումրին, զբոսաշրջության համար չափազանց հետաքրքիր վայրեր կարող են լինել. «ՀՀ կառավարությունը վարչապետ Կարեն Կարապետյանի ղեկավարությամբ նույնպես կարևորում է Գյումրին զբոսաշրջային կենտրոն դարձնելը, պետական աջակցությունն արդեն իսկ զգացվում է: Մենք մեր հերթին հանդիպումներ ենք ունեցել այս բնագավառի տարբեր ներկայացուցիչների, տուրիստական ընկերությունների հետ: Ամեն ինչ պետք է անենք, որ մարզը գրավիչ կերպով ներկայացվի զբոսաշրջիկներին»:
