Արմավիրում ՀԱԷԿ-ի միջուկային և ճառագայթային վթարների սցենարով վարժանքներ են անցկացվել

ՀՀ Արմավիրի մարզում անցկացվել է հրամանատարաշտաբային ուսումնավարժություն՝ «ՀԱԷԿ-ի միջուկային և/կամ ճառագայթային վթարների դեպքում բնակչության պաշտպանության միջոցառումների կազմակերպումը» թեմայով:

Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ ԱԻՆ տեղեկատվության և հասարակայնության հետ կապերի վարչությունից, ուսումնավարժության նպատակներն էին ստուգել և կատարելագործել մարզի ղեկավար կազմի հմտություններն ու ունակությունները` միջուկային և ճառագայթային վթարների դեպքում աղետի գոտու բնակչության պաշտպանության միջոցառումների ղեկավարման գործում, ինչպես նաև ճշտել վթարային հակազդման կազմակերպությունների և արձագանքող ուժերի առկա հնարավորությունները և փոխհամագործակցությունն արտակարգ իրավիճակներում:

Միջոցառմանը մասնակցում էին մարզի ԱԻ հանձնաժողովը, Արմավիրի մարզային փրկարարական վարչությունը, տարհանման հանձնաժողովը, Մայիսյան, Նորավան գյուղական համայնքներն ու Արմավիր քաղաքը, Արմավիրի և Մեծամորի բժշկական կենտրոնները, ոստիկանության մարզային վարչության բաժինները, ՊՀՀՏ Արմավիրի փորձագիտական կենտրոնը և «Վեոլիա ջուր» ՓԲ ընկերությունը:

Սցենարի համաձայն՝ ՀԱԷԿ-ից ահազանգ էր ստացվել, որ տեխնոլոգիական պարամետրերը դուրս են եկել անվտանգ շահագործման սահմաններից, ապա տեղի էր ունեցել ՀԱԷԿ-ի նախագծային վթար: Նորավան գյուղի բնակիչներից ոմանք վթարի ազդարարման պահին գտնվել էին հողատարածքներում, իսկ Արմավիր քաղաքում արձանագրվել էին գողության դեպքեր: Ծանրաբեռնվածության պատճառով փլուզվել էր Հացիկ և Մյասնիկյան գյուղական համայնքների միջև գտնվող կամուրջը:

ՀՀ Արմավիրի մարզպետարանում կայացած ԱԻ հանձնաժողովի նիստի ընթացքում կայացվել էր որոշում` իրականացնել նախահարձակ պաշտպանական միջոցառումների իրականացման գոտու համայնքների բնակչության տարհանում և շտապ պաշտպանական միջոցառումների գոտու ճառագայթային աղտոտված տարածքներում ընկնող համայնքների բնակչության ճառագայթային պաշտպանություն: Մարզում ծավալվել էին սանիտարական մշակման և բժշկական կետեր:

Ուսումնավարժության գործնական միջոցառումներն անցկացվել են մարզի Մայիսյան գյուղում: Իրականացվել է բնակչության ազդարարում, պատսպարում, տարհանում և տարհանման երթուղում և բնակավայրերում հասարակական կարգի պահպանության ապահովում:

Տարհանված բնակիչները պատսպարվել են սեփական առանձնատների նկուղներում, որոնք հարմարեցված էին 2-3 օր պատսպարվելու համար: Նկուղներն ապահովվել էին ջրով, սննդով, սեղանով, նստարաններով, ժամանակավոր քնելատեղերով, անկողնային պարագաներով: Պատսպարվողներն իրենց հետ վերցրել էին անհրաժեշտ տաք հագուստեղեն, փոստաթղթերը և դպրոցից հատկացված հակագազերը:

Ընդհանուր առմամբ դրական գնահատելով ուսումնավարժության արդյունքները՝ առաջարկներ են ներկայացվել մարզի ծառայությունների և գյուղական համայնքների ՀԱԷԿ-ի վթարի դեպքում գործողությունների պլանների լրամշակման և բնակավայրերի ազդարարման համակարգերի վերազինման վերաբերյալ:
