Չնախատեսված վայրում աղբ թափելու համար «Մաքուր Հայաստան» ծրագրի շրջանակներում ճանապարհային ոստիկանության կողմից արձանագրված 1857 դեպքերի պատասխանատու 916 անձինք հայտնաբերվել են։ «Արմենպրես»-ի հետ զրույցում այս մասին ասաց ՀՀ տարածքային կառավարման և զարգացման նախարարության տարածքային ներդրումային քաղաքականության և գործառնական ծրագրերի վարչության պետի ժամանակավոր պաշտոնակատար Նարինե Ավետյանը՝ տեղեկացնելով, որ նրանց նկատմամբ կիրառվել են Վարչական իրավախախտումների վերաբերյալ օրենսգրքով ներկայումս սահմանվող պատիժները, որոնք առաջիկայում կխստացվեն նախատեսվող փոփոխություններով:

Ճանապարհային ոստիկանությունը՝ «Մաքուր Հայաստան» ծրագրի շրջանակներում, մի շարք միջոցառումներ է ձեռնարկել չնախատեսված վայրում աղբ թափողներին հայտնաբերելու ուղղությամբ։ «Հայտնաբերված 1857 դեպքից 1612-ի աղբն արդեն հավաքվել է։ Ընթացքում գտնվող տրանսպորտային միջոցից վարորդի կողմից իրեր նետելու համար կազմվել է 985 արձանագրություն։ Ճանապարհին շինարարական կամ այլ առարկաներ թողնելու վերաբերյալ կազմվել է 2 արձանագրություն։ Աշխատանքները շարունակվում են և իրենց արդյունքն են տալիս»,- նշեց Նարինե Ավետյանը։ 
Նրա խոսքով՝ աղբահանության համակարգի բարելավմանն ուղղված աշխատանքներում առաջնահերթ անհրաժեշտ է օրենսդրական դաշտի բարեփոխումներ կատարել։ 
«Մենք վերլուծել ենք ամբողջ օրենսդրական դաշտը ու բացահայտել ենք մի շարք աշխատանքներ, որոնք պետք է կատարվեն։ Աշխատանքներում ներառվում է նաև Վարչական իրավախախտումների վերաբերյալ օրենսգրքում փոփոխությունների նախագիծը, որը մենք մշակել ենք։ Այն արդեն քննարկվել է շահագրգիռ կողմերի հետ, ներկայացվել են առաջարկները, և մոտ ժամանակներս նախագիծը կներկայացվի Կառավարություն»,- նշեց Նարինե Ավետյանը։ 
Նախագծի համաձայն՝ իրավաբանական և ֆիզիկական անձանց համար տարբեր չափերի տուգանքներ են նախատեսվում։ «Մինչև երկու կգ թափոնը չնախատեսված վայրում թափելու համար նախատեսվում է սահմանել նվազագույն աշխատավարձի 16-ապատիկի չափով տուգանք։ Բնակելի շենքից կամ այլ շինությունից աղբ թափելու դեպքում քաղաքացիների նկատմամբ կկիրառվի 20-ապատիկի չափով տուգանք։ Մինչև 5 անվադող թափելու դեպքում (բացառությամբ հեծանիվի) տուգանք կարող է սահմանվել նվազագույն աշխատավարձի 30-ապատիկի չափով»,- ասաց վարչության պետի ժամանակավոր պաշտոնակատարը։ 
Նախատեսվում է տուգանքներ սահմանել նաև էլեկտրական կուտակիչներ, մարտկոցներ, ընտանի և այլ կենդանիների դիակներ և շինարարական աղբ թափելու դեպքում։ 
«Ինժեներական սարքավորումներ, մեծ չափերի շինարարական աղբ թափելու պարագայում ֆիզիկական անձինք կտուգանվեն 100-ապատիկի չափով, իսկ իրավաբանական անձանց համար կկիրառվի տուգանք 300-ապատիկի չափով։ Կենդանիների մինչև 20 կգ զանգվածով դիակ թափելու դեպքում ֆիզիկական անձանց նկատմամբ նվազագույն աշխատավարձի 30-ապատիկի չափով տուգանք ենք նախատեսում, իսկ իրավաբանական անձանց դեպքում՝ 100-ապատիկի»,- շեշտեց Ավետյանը։ 
Վարչական իրավախախտումների մասին օրենսգրքով նույն արարքը երկու և ավելի անգամ կրկնելու դեպքում տուգանքի չափը կրկնապատկվում կամ եռապատկվում է։ 
Նախագիծն արդեն իսկ հանրային քննարկման դրվել է և առաջիկայում նախատեսվում է վերջնական նախապատրաստել և ներկայացնել Կառավարություն։
