Օրերս աշխատանքից ազատվել էր Քանաքեռ-Զեյթունի թաղապետ Արտակ Հանիսյանը: Մամուլը գրեց, որ դա կապված էր այդ վարչական շրջանի ենթակայության տակ գտնվող մանկապարտեզներից մեկի տնօրենի կողմից ներկայացված ազատման դիմումի անհետացման հետ: Երեկ էլ թերթերը գրեցին, որ Քանաքեռ-Զեյթունի վրա ահռելի ազդեցություն ունեցող Միհրան Պողոսյանն ու Տարոն Մարգարյանը հանդիպել են, և որոշել նոր թաղապետի թեկնածուին ՝ նախկինում պատգամավոր, կրկին Պողոսյանի շրջանակներից, ժամանակին Քեթրին գրուպում աշխատած Արթուր Ստեփանյանը:
Առաջիկայում պաշտոնական տեղեկատվությունից պարզ կդառնա, արդյոք լուրերը համապատասխանում են իրականությանը, թե ոչ: Սակայն Քանաքեռ-Զեյթունի օրինակը ցույց է տալիս, թե ինչպես են Հայաստանում ընդունվում քաղաքական որոշումները: Մի կողմից թաղապետին նշանակում է ընտրված քաղաքապետը: Այսինքն ընտրելով քաղաքապետ անուղղակի նաև ընտրվում են թաղապետեր: Մյուս կողմից տեսնում ենք, որ Տարոն Մարգարյանն առանձնապես չի փորձում բոլոր թաղամասերում թաղապետ նշանակել իր շրջանակից ինչ որ մեկին, ընդհակառակը փորձում է տվյալ վարչական շրջանում ազդեցություն ունեցող մարդկանց նշանակել:
Մեկ այլ կողմից ՝ Քանաքեռ-Զեյթունի վերջին երեք թաղապետերը եղել են Միհրան Պողոսյանի վստահելի անձիք: Սա մի կողմից մասնակցային ժողովրդավարություն է հիշեցնում, երբ նշանակվում է մարդ, ով կոնկրետ տարածքում ազդեցություն և ռեսուրսներ ունեցող խմբի անդամ է: Մյուս կողմից սա յուրատեսակ ֆեոդալական համակարգ է հիշեցնում, երբ ի սզբանե վարչական շրջանների ադմինիստրատիվ ռեսուրսները քվոտայավորված են:
Ամեն դեպքում ՝ թաղապետի պաշտոնն ընտրովի չէ, և սա մեզ հնարավորություն չի տալիս պարզել, թե արդյոք Միհրան Պողոսյանը կամ մեկ այլ ոք իրոք ահռելի ազդեցություն ունեն իրենց վարչական տարածքներում, թե պարզապես ավանդույթի համաձայն, ֆեոդալական կարգով ու քաղաքական կոմպրոմիսով են բաժին ստանում ադմինիստրատիվ լոկալ որոշումներ ընդունելու իրավասություն: Սարգիս Մեսրոպյան
