Մինսկի խումբն անտեսում է ագրեսիան սատարող հայտարարությունները

Թուրքիայի պաշտպանության նախարար Նուրեթթին Ջանիքլին հայտարարել է, թե «Արցախն ադրբեջանական հող է, և այն պետք է ազատագրել Հայաստանի օկուպացիայից»: Հայտարարությունն արվեց այն ժամանակահատվածում, երբ տեղի ունեցավ Պուտին–էրդողան հանդիպումը: Այս ամենին նախորդել էին նաև ՄԱԿ–ի ելույթները, մասնավորապես՝ Սերժ Սարգսյանի՝ Թուրքիային վերջնաժամկետ ներկայացնելու հանգամանքը:

Թուրքագետ Անդրանիկ Իսպիրյանի կարծիքով, եթե հայտարարությունն առաջին անգամ լիներ, իհարկե, կարելի էր այն նշված իրադարձությունների հետ կապել:

«Բայց այն ուղղակի շաբլոն հայտարարություն է և իմաստ չունի կապել վերջին իրադարձությունների հետ: Դա մի հայտարարություն է, որն ուղղված է Ադրբեջանի ներքին լսարանին: Սա թուրքական բոլոր կառավարությունների օրոք հնչած կարծիք է: Արցախյան հակամարտության սկսվելուց ի վեր Թուրքիան բռնել է Ադրբեջանին հովանավորելու ու պաշտպանելու քաղաքականությունը: Թուրքիայի քաղաքական վերնախավը մերթընդմերթ փորձում է, այսպես ասած, միջնորդի դեր ստանձնել և խցկվել Մինսկի խմբի համանախագահների կազմում: Սակայն տարիների փորձը ցույց է տալիս, որ իրենք մշտապես կողմ են Ադրբեջանի ռազմական ագրեսիային: Ավելին՝ 2016 թ. ապրիլյան պատերազմի ժամանակ, Ադրբեջանի հարձակման հետևանքներից դեռ ուշքի չեկած, իրենք արդեն շնորհավորում էին Ադրբեջանին»,– Past.am–ի հետ զրույցում ասաց Անդրանիկ Իսպիրյանը:

Հարցին, թե ԵԱՀԿ–մինսկի խումբը Թուրքիային զսպելու ի՞նչ միջոցներ կարող է ձեռնարկել և արդյո՞ք ՄԽ միջամտությունն այս հարցում կարևոր չէ, Անդրանիկ Իսպիրյանը պատասխանեց.

«Երբ այդ հարթություններում ադրբեջանամետ, ռազմատենչ ու ագրեսիան սատարող հայտարարություններ են հնչում, ԵԱՀԿ Մինսկի խումբը, ցավոք, անտեսում է և չի անդրադառնում այդ հայտարարություններին: Իհարկե, լավ կլիներ, որ անդրադառնար, ու ասեր, որ բանակցությունների ձևավորված պլատֆորմ կա, որի լուծումը նախատեսված է իրենց շրջանակներում»:

Անդրադառնալով քաղաքական ու ռազմական հարթակներում հնարավոր սրացումներին` Անդրանիկ Իսպիրյանը նշեց, որ քաղաքական իրավիճակը ցույց է տալիս, որ Հայաստանը ու Ադրբեջանն Արցախի հարցում պատերազմից միշտ մեկ քայլ հեռավորության վրա են գտնվում:

«Այնպես որ, մտածել, թե պատերազմից այսօր ավելի հեռու ենք, քան վաղը՝ սխալ է:

Հաշվի առնելով ներկա իրավիճակը՝ այս պահին Ադրբեջանին լայնածավալ պատերազմը մի շարք հանգամանքներով ձեռնտու չէ: Կապված ներքաղաքական և արտաքին մի շարք փաստերից` այն հենց Ալիևի համար շատ անհաջող կարող է դասավորվել: Բացառություն չէ, իհարկե, պարտությունը, որը կարող է նաև իշխանափոխության բերել: Իսկ երկարաժամկետ պատերազմի դեպքում էլ ռեսուրսների արագ սպառում կլինի: Այն դժգոհություն կբերի, իսկ դա Ալիևի համար հաստատ խրախուսման առիթ չի դառնա: Այս պահին Հայաստանը ակտիվություն է ցուցաբերում պաշտպանական ոլորտներում, և այդ ամենն ադրբեջանական կողմը չի կարող անտեսել: Այս պահին Ադրբեջանը արկածախնդրության չի գնա»,–եզրափակեց Անդրանիկ Իսպիրյանը:
