Վերջին շրջանում ԶԼՄ-ների ուշադրության կենտրոնում կրկին «Հյուսիս-Հարավ» ճանապարհային ծրագիրն էր: Թեմայի շուրջ եղան տարբեր հրապարակումներ՝ հատկապես խոսվեցին բացթողումների, անորակ աշխատանքների, ինչպես նաեւ փողերի լվացման մասին: Նկատենք, որ նյութերում հիմնական շեշտը դրվում էր նախկին վարչապետ Հովիկ Աբրահամյանի վրա, ասվում էր, թե նրա օրոք է հիմք դրվել ծրագիր, դեռ այդքանն էլ քիչ է ճանապարհաշինության աշխատանքները նրա հրահանգով է սկսվել իրականացվել Արտաշատից՝ իր ու հարազատների «կոմֆորտ» տեղաշարժն ապահովելու համար:
Տեղեկությունը ճշտելու համար Orer.am-ը հարցում էր ուղարկել ՀՀ տրանսպորտի, կապի եւ տեղեկատվական տեխնոլոգիաների նախարարին:Թեեւ հարցումն ինքնին հեշտ էր ու մաթեմատիկական բարդ հաշվարկներ չէր պահանջում, բայց այնուամենայնիվ համապատասխան գերատեսչությունն ընտրել էր հարցմանը պատասխանելու ամենաերկար ժամկետը, ինչեւէ...
Ըստ պաշտոնական տեղեկատվության Հյուսիս-Հարավ ճանապարհային միջանցքի ներդրումային ծրագիրը մեկնարկել է դեռ 2009թ-ի սեպտեմբերի 15-ին՝ Հայաստանի Հանարպետության ու Ասիական զարգացման բանկի միջեւ ստորագրված շրջանային ֆինանսավորման համաձայնագրի ստորագրմամբ: Տրանշ 1 ծրագրի վարկային համաձայնագիրը ստորագրվել է 2009թ-ի հոկտեմբերի 12-ին, իսկ շինարարական աշխատանքները սկսվել են 2012 թ-ի հունիսին:
Պարզ դարձավ նաեւ, որ կառուցապատման ենթական ճանապարհները ընտրվում են ֆինանսավորվող միջազգային դոնորների հետ համատեղ՝ հիմք ընդունելով տեխնիկատնտեսական ուսումնասիրության արդյունքները եւ հասանելի վարկային միջոցները:
