«Ռոստելեկոմը» օֆշորային ընկերության մա՞ս

Հայաստանում բիզնեսի պոչերը հաճախ հասնում են օֆշորային գոտիներ։ Եթե ամբողջ բիզնեսն էլ օֆշորում գրանցված չէ, ապա որեւէ կերպ կապ ունի օֆշորային ինչ-որ ընկերության հետ։ Այս առումով ուշագրավ հանգամանք պարզեցինք՝ այցելելով «Ռոստելեկոմի» պաշտոնական կայք՝ հայկական եւ ռուսական։
Պարզվում է՝ հայկական «Ռոստելեկոմը», որը ղեկավարող ընկերությունը «Ջի Էն Սի-ԱԼՖԱ» ՓԲԸ-ն է, գտնվում է Կիպրոսում գրանցված մի ընկերության կազմում։ «Ռոստելեկոմի» ռուսական պաշտոնական կայքում «Ջի Էն Սի-ԱԼՖԱ» ՓԲԸ-ի մասին գրված է, որ այն ընկերության հայաստանյան դուստր ձեռնարկությունն է եւ գտնվում է ROSTELECOM INTERNATIONAL LIMITED ընկերության կազմում։ Նույն կայքում այս ընկերության մասին պաշտոնական տեղեկատվությունից էլ իմացանք, որ այն գրանցված է Կիպրոսում եւ «Ռոստելեկոմի» 100%-անոց բաժնետոմսերով դուստր ձեռնարկությունն է։
Ինչպես հայտնի է, Կիպրոսը համարվում է օֆշորային երկիր, որտեղ խոշոր բիզնեսներ են գրանցվում՝ հարկերից խուսափելու համար, ապա այդ բիզնեսները «դուստր ձեռնարկությունների» տեսքով կամ որեւէ այլ ճանապարհով տեղափոխում են այլ երկիր եւ ավելի թեթեւ հարկային պայմաններով աշխատում։ Սա նորություն չէ, տարօրինակ է այն, թե այդ ինչ ընկերություն է գրանցվել Կիպրոսում, եւ ինչու է այն տնօրինում միայն հայկական այս ընկերությանը՝ «Ջի Էն Սի-ԱԼՖԱ»-ին, քանզի որեւէ այլ ընկերության մասով ոչինչ նշված չէ։ Այսինքն՝ Կիպրոսում այդ ընկերությունը բացվել է հատուկ «Ռոստելեկոմի» հայկական դուստր ձեռնարկությունը մեկ այլ դուստր ձեռնարկությամբ կառավարելու համար:
