Էլեկտրական պոպուլիզմի ելևէջներում

Կառավարության հերթական նիստում վարչապետ Կարեն Կարապետյանն իր հերթական հանձնարարականն է տվել, այս անգամ երկիր ներկրվող էլեկտրամոբիլների նկատմամբ մաքսատուրքն ու հարկային տուրքերը զրոյացնելու մեխանիզմներն ուսումնասիրելու վերաբերյալ։ Առաջին հայացքից առնվազն հաճելի հանձնարարական կամ լուր է, գովելի է նաև նման մեխանիզմների հնարավորությունը։ Սակայն այս ամենն ընդամենը առաջին հայացքից, քանի որ վարչապետի հանձնարարականին վիճակված չէ կյանքի կոչվել, համենայնդեպս միայն իր ցանկությամբ։
Նախ սկսենք նրանից, որ նման որոշում կայացվել է դեռևս 2016 թվականի հուլիսին՝ ուշադրություն՝ Եվրասիական տնտեսական միության հանձնաժողովի կողմից։
Հանձնաժողովը որոշել էր զրոյացնել միության երկրներ (Ռուսաստան, Ղազախստան, Բելառուս, Հայաստան և Ղրղզստան) ներկրվող էլեկտրամոբիլների մաքսային տուրքերը, սակայն մինչև 2017 թվականի սեպտեմբերի մեկը։ Որոշումը նպատակ ուներ խթանել այս մեքենաների ներկրումը։ Եվ կրկին թվում է, թե ոչ մի արտառոց բան չկա, ԵՏՄ հանձնաժողովի այս որոշման և Կարեն Կարապետյանի հանձնարարականի համեմատության դեպքում։
Սակայն դա միայն թվում է։ Բանն այն է, որ Հայաստանը, լինելով ԵՏՄ անդամ երկիր, չի կարող ինքնագլուխ որոշել, թե ինչ մաքսատուրքեր վերացնի կամ ավելացնի, պարզապես չի կարող և վերջ այն պարզ պատճառով, որ ԵՏՄ ներսում սովորական ավտոմեքենաների ներկրումը իրականացվում է առանց մաքսազերծման։ Այլ կերպ ասած, մենք կարող ենք գնալ Ռուսաստանից գնել «Լադա կալինա» և ներկրել Հայաստան առանց մաքսազերծման, քանի որ այդպես է որոշված ԵՏՄ–ում, բայց մենք չենք կարող գնալ Ճապոնիա կամ Գերմանիա կամ Կանադա և ներկրել էլեկտրամոբիլ, քանի որ ԵՏՄ–ում նման որոշում չկա, համենայնդեպս ներկայում չկա, իսկ ԵՏՄ–ն նաև Հայաստան է:
Այստեղ սակայն մի հարց բաց է մնում, մի՞թե Կարեն Կարապետյանը տեղյակ չէ այս մասին, կամ չգիտի, թե ինչ կանոններ կամ օրենքներ են գործում ԵՏՄ–ում։ Եթե տեղյակ չէ, ապա գոնե խորհրդի կարգով, կարող էր հարցնել իր նախորդներից Տիգրան Սարգսյանին, ով ներկայում Եվրասիական տնտեսական հանձնաժողովի նախագահն է։ Տիգրան Սարգսյանը թերևս մանրամասն կներկայացներ վարչապետին ԵՏՄ բոլոր նրբերանգները։
Մյուս կողմից, չենք կարծում, թե Կարեն Կարապետյանը պարզապես անտեղյակ է։ Իրականում խնդիրը կարծես թե բոլորովին այլ է։ Վարչապետի հանձնարարականը ողջունեցին բոլորը՝ ֆեյսբուքյան «պարապազգիները», լրատվամիջոցները, տարատեսակ ակտիվիստներ և ակտիվիստուհիներ, մի խոսքով մի հրճվանք, մի ուրախություն։
