Հայկական դիվանագիտությունը մեծ դեր է ունեցել Բյուլբյուլօղլուի թեկնածությունը ՅՈՒՆԵՍԿՕ–ի գլխավոր տնօրենի ընտրություններից հետ կանչելու գործում: Այս մասին Past.am -ում   սրահում հրավիրված ասուլիսում նշեց արտակարգ և լիազոր դեսպան, Հա–ռուսական համալսարանի համաշխարհային քաղաքականության միջազգային հարաբերությունների ամբիոնի վարիչ Արման Նավասարդյանը:

«Արտգործնախարարության հետ սկսեցինք աշխատել, եղան բազմաթիվ հանդիպումներ, հոդվածներ, բազմաթիվ կապեր հաստատեցինք տարբեր երկրների հետ: Փաստորեն մենք գործի դրեցինք հանրային դիվանագիտության փափուկ ուժի հնարավորությունները, և դա հոյակապ արդյունք տվեց»,– ասաց Արման Նավասարդյանը` նշելով, որ նման քաղաքական գիծը պետք է շարունակվի:

Իհարկե, հայկական դիվանագիտությունը լավ աշխատեց, սակայն Արման Նավասարդյանն ընդգծեց, որ այդ գործին նպաստեց հենց ինքը Բյուլբյուլօղլուն: «Նրա ելույթը կառանձնացնեի, այն աստիճանի էր, որ ծիծաղ էր առաջացնում ներկաների մոտ, դրանում կովկասյան բաժակաճառեր կային, կարմիր թելի պես ասում էր հետևյալը` ես շատ փող կբերեմ և բոլորիդ համար լավ կլինի: Այն աստիճան, որ ներկաներից մեկն ասաց` դուք միայն փողի մասին եք խոսում, իսկ ինչ ծրագրեր ունեք: Մի խոսքով, և՛ էթիկայի, և՛ դիվանագիտության, և՛ քաղաքական մշակույթի ամենացածր մակարդակն էր»,–ասաց Արման Նավասարյանը: Արդյունքը եղավ այն, որ առաջին փուլում նա ստացավ երկու ձայն, որից հետո Ադրբեջանը պաշտոնապես հանեց նրա թեկնածությունը:
