Եվրոպական Միության խորհուրդը հրապարակել է Հայաստանի հետ համապարփակ և ընդլայնված գործընկերության համաձայնագրի տեքստը: Ինչպես հաղորդում է «Արմենպրես»-ը, նշվում է, որ համաձայնագրի նպատակներն են ամրապնդել կողմերի միջեւ համապարփակ քաղաքական եւ տնտեսական գործընկերությունն ու համագործակցությունը՝ հիմնված ընդհանուր արժեքների եւ սերտ կապերի վրա, այդ թվում՝ բարձրացնելով Հայաստանի Հանրապետության մասնակցությունը Եվրոպական միության քաղաքականությանը, ծրագրերին եւ գործակալությունների աշխատանքներին:

Համաձայնագրի  նպատակներից են նաև ամրապնդել փոխադարձ հետաքրքրություն ներկայացնող բոլոր ոլորտների վերաբերյալ քաղաքական երկխոսության շրջանակները՝ խթանելով Կողմերի միջեւ սերտ քաղաքական հարաբերությունների զարգացումը, նպաստել Հայաստանի Հանրապետությունում ժողովրդավարության եւ քաղաքական, տնտեսական ու ինստիտուցիոնալ կայունության ամրապնդմանը, խթանել, պահպանել եւ ամրապնդել խաղաղությունը եւ կայունությունը եւ՛ տարածաշրջանային, եւ՛ միջազգային մակարդակներով, այդ թվում` լարվածության աղբյուրները վերացնելու համար ջանքերը համախմբելու, սահմանային անվտանգությունը ուժեղացնելու միջոցով, ինչպես նաեւ միջսահմանային համագործակցությունն ու բարիդրացիական հարաբերությունները խթանելով, հաստատել առեւտրի ոլորտում ընդլայնված համագործակցություն, որը համապատասխան ոլորտներում ապահովում է կանոնակարգող կայուն համագործակցություն` ԱՀԿ-ին անդամակցությունից բխող իրավունքներին եւ պարտականություններին համապատասխան:

Համաձայնագրով կողմերը վերահաստատում են ազատ շուկայական տնտեսության սկզբունքների, կայուն զարգացման, տարածաշրջանային համագործակցության եւ արդյունավետ բազմակողմանիության վերաբերյալ իրենց հանձնառությունը: Կողմերը կրկին հաստատում են իրենց կողմից արդյունավետ կառավարման սկզբունքների, ինչպես նաեւ իրենց միջազգային պարտավորությունների նկատմամբ հարգանքը, մասնավորապես այն պարտավորությունների, որոնք բխում են ՄԱԿ-ից, Եվրոպայի խորհրդից եւ ԵԱՀԿ-ից: Կողմերը պարտավորվում են պայքարել կոռուպցիայի դեմ, պայքարել անդրազգային կազմակերպված հանցավորության եւ ահաբեկչության տարբեր տեսակների դեմ, խթանել կայուն զարգացումը, պայքարել արդյունավետ բազմակողմանիության եւ ԶՈԶ-երի տարածման եւ դրանց մատակարարման համակարգերի դեմ, այդ թվում` ԵՄ քիմիական, կենսաբանական, ճառագայթային եւ ատոմային ռիսկերի նվազեցման Գերազանցության կենտրոնի նախաձեռնությամբ: Հանձնառությունը համարվում է կողմերի միջեւ հարաբերությունների եւ համագործակցության առանցքային գործոնը եւ նպաստում է տարածաշրջանային խաղաղությանն ու կայունությանը:
