ՀՀ-ն և ԵՄ-ն կհամագործակցեն հարկային ոլորտում պատշաճ կառավարումն ընդլայնելու հարցում

Հայաստանը և Եվրապական Միությունը կհամագործակցեն հարկային ոլորտում պատշաճ կառավարումն ընդլայնելու հարցում՝ տնտեսական հարաբերությունները, առեւտուրը, ներդրումները եւ արդար համագործակցությունը հետագայում կատարելագործելու նպատակով։ Ինչպես հաղորդում է «Արմենպրես»-ը, այս մասին նշված է Հայաստանի  և Եվրոպական Միության միջև Համապարփակ և ընդլայնված գործընկերության մասին համաձայնագրում, որի տեքստը հրապարակել է Եվրոպական Միության խորհուրդը: «Կողմերն ընդունում են հարկային ոլորտում պատշաճ կառավարման սկզբունքները եւ պարտավորվում են իրականացնել դրանք, այլ կերպ ասած՝ թափանցիկության, տեղեկությունների փոխանակման եւ հարկային արդար մրցակցության սկզբունքներն այնպես, ինչպես Եվրոպական միության մակարդակով դրանք որդեգրել են անդամ պետությունները։ Այդ նպատակով, չհակասելով Եվրոպական միության եւ անդամ պետությունների իրավասություններին՝ կողմերը պետք է կատարելագործեն միջազգային համագործակցությունը հարկային ոլորտում, խթանեն հարկային եկամուտների հավաքագրման գործընթացը եւ մշակեն միջոցառումներ՝ արդյունավետ կառավարման այդ սկզբունքների արդյունավետ իրականացման համար»,- ասված է համաձայնագրում։

Կողմերը պետք է ընդլայնեն եւ ամրապնդեն իրենց համագործակցությունը՝ ուղղված Հայաստանի Հանրապետության հարկային համակարգի եւ հարկային վարչարարության կատարելագործմանն ու զարգացմանը, այդ թվում՝ հավաքագրման եւ հսկողության կարողությունների ընդլայնմանը, ապահովեն արդյունավետ հարկային հավաքագրում եւ ամրապնդեն հարկային խարդախությունների եւ հարկերի վճարումից խուսափելու դեմ պայքարը։

Նշվում է, որ կողմերը չպետք է խտրականություն դնեն ներմուծված արտադրանքի եւ նմանատիպ տեղական արտադրանքի միջեւ՝ 1994 թվականի Սակագների եւ առեւտրի գլխավոր համաձայնագրի (ՍԱԳՀ 1994) I եւ III հոդվածներին համապատասխան։ Կողմերը պետք է ձգտեն ընդլայնել հարկային խարդախությունների եւ հարկերի վճարումից խուսափելու, մասնավորապես՝ «կարուսելային» խարդախությունների դեմ պայքարի փորձը կիսելու գործընթացը եւ համագործակցությունը, նաեւ՝ տրանսֆերային գնագոյացման եւ հակաօֆշորային կարգավորման հարցերում։

Կողմերը պետք է զարգացնեն իրենց համագործակցությունը՝ խարդախությանը հակազդելու ու դրա դեմ պայքարելու եւ ակցիզային հարկով հարկվող ապրանքների մաքսանենգության դեմ պայքարի համատեղ քաղաքականություններ որդեգրելու նպատակով։ Համագործակցությունը պետք է ներառի տեղեկությունների փոխանակում։ Այդ նպատակով, կողմերը պետք է ձգտեն ամրապնդել իրենց համագործակցությունը տարածաշրջանային համատեքստում եւ Առողջապահության համաշխարհային կազմակերպության 2003 թվականի՝ Ծխախոտի դեմ պայքարի շրջանակային կոնվենցիային համապատասխան։
