ԱԺ-ում քննարկում են նույնականացման քարտերով քվեարկելու հարցը

 Ազգային ժողովի հանրապետական խմբակցության մի խումբ պատգամավորներ առաջարկում են փոփոխություններ կատարել ընտրական օրենսգրքում և «Նույնականացման քարտերի մասին» օրենքում՝ քաղաքացիների համար հնարավորություն ստեղծելով քվեարկությանը մասնակցել նաև նույնականացման քարտերով: Նույնականացման քարտերով քվեարկությանը մասնակցել ու հնարավորություն ընձեռող օրենքի նախագիծը Ազգային ժողովը կքննարկի հատուկ ընթացակարգով: Խորհրդարանը  կողմ քվեարկեց պատգամավորներ Հովհաննես Սահակյանի, Արտակ Դավթյանի, Գագիկ Մինասյանի և Գագիկ Մելիքյանի ներկայացրած օրենքի նախագիծը հատուկ ընթացակարգով քննարկելու որոշմանը: Նախագծով առաջարկվում է սահմանել, որ քաղաքացիները հնարավորություն կունենան մասնակցել քվեարկություններին նաև նույնականացման քարտերով, քանի որ դրանք ևս հանդիսանում են անձը հաստատող փաստաթուղթ:

Հայաստանի Հանրապետության ընտրական օրենսգրքում փոփոխություն և լրացում կատարելու մասին և «Նույնականացման քարտերի մասին» Հայաստանի Հանրապետության օրենքում փոփոխություն կատարելու մասին օրենսդրական նախագծերի  փաթեթը հատուկ ընթացակարգով քննարկելու որոշմանը կողմ քվեարկեց 82, դեմ՝ 18, ձեռնպահ՝ 15 պատգամավոր:

Օրենսդրական նախաձեռնության հեղինակ, ՀՀ ԱԺ պետաիրավական հարցերիմշտական հանձնաժողովի նախագահ Հովհաննես Սահակյանը պարզաբանեց, որ այս հարցի հետ կապված հանձնաժողովում բազմաթիվ քննարկումներ են անցկացվել, և բոլորն են խոսել այն մասին, որ քաղաքացիները քվեարկությանըկարող են մասնակցել նաև նույնականացման քարտերով: «Մենք այս նախաձեռնությամբ ընդամենը երկու հարց ենք լուծում: Փորձել ենք վերացնել  Ընտրական օրենսգրքում և «Նույնականացման քարտերի մասին» օրենքում առկա այն նորմերը, որոնք հակասում են Սահմանադրությանը: Մենք փորձել ենք վերացնել նաև այդ երկու օրենքների միջև հակասությունները, որպեսզի մեր քաղաքացիները հնարավորություն ունենան քվեարկել նաև նույնականացման քարտերով»,- ընդգծեց Սահակյանը:

Օրենսդրական նախաձեռնությամբ առաջարկվում է ՀՀ ընտրական օրենսգրքում  «Նույնականացման քարտերի մասին» ՀՀ օրենքներում կատարել համապատասխան փոփոխություններ` սահմանելով, որ քվեարկության ժամանակ նույնականացման քարտը նույնպես համարվում է ընտրողի անձը հաստատող փաստաթուղթ: Միաժամանակ, նախատեսվում է, որ նույնականացման քարտը չի դրոշմակնքվում:
