Պետական եկամուտների կոմիտեի նախագահի հանձնարարությամբ բիզնեսի հետ ոլորտային հանդիպումներ են կայանում, որոնց ժամանակ տնտեսվարողներին հորդորում են ինքնակամ վճարել չվճարված հարկերն ու ստվերային շրջանառությունը բերել հարկման դաշտ: ՊԵԿ իրավախախտումների հայտնաբերման ու վարչական վարույթների իրականացման վարչության պետ Սամվել Սինանյանը հոկտեմբերի 18-ին հրավիրած ասուլիսում նշեց, որ ստվերային շրջանառության կրճատման ու կանխարգելման միջոցառումների շրջանակում բազմաթիվ ընկերություններ շտկել են հարկային վարքագիծը, իսկ որոշ տնտեսվարողների նկատմամբ հարուցվել են քրեական գործեր:

«Որոշ ընկերությունների ներկայացրած առարկություններն ուսումնասիրվում են, իսկ մի շարք տնտեսվարողների վերաբերյալ խոշոր չափերով և առանձնապես խոշոր չափերով հարկերը վճարելուց չարամտորեն խուսափելու առթիվ ՀՀ քրեական օրենսգրքի 205-րդ հոդվածի տարբեր հատկանիշներով հարուցվել են քրեական գործեր և ուղարկվել ՊԵԿ քննչական վարչություն՝ նախաքննության»,-«Արմենպրես»-ի փոխանցմամբ` ասաց Սամվել Սինանյանը:

ՀՀ քրեական օրենսգրքի 205-րդ հոդվածի 1-ին մասով քրեական գործեր են հարուցվել «Կարտիգնար» ՍՊ ընկերության նկատմամբ՝ 2015թ. շահութահարկի վերաբերյալ հաշվետվությունն օրենքով սահմանված կարգով և ժամկետներում չներկայացնելու և 5.2 միլիոն դրամ հարկ չվճարելու համար, «Գեոդաթ» ՍՊ ընկերության դեմ՝ իրականից ավելին ծախսագրելու հետևանքով հաշվետվությունում ակնհայտ կեղծ տվյալ ներառելու և 4.9 միլիոն դրամ հարկ չվճարելու համար: «Մաքուր և ուղիղ» ՍՊԸ-ի վերաբերյալ էլ նույն հոդվածի 2-րդ մասով է հարուցվել քրեական գործ՝ հաշվետվությունում ակնհայտ կեղծ տվյալ ներկայացնելու և 15.8 միլիոն դրամ չվճարելու համար,  իսկ «Գավառի ՃՇՇ» ընկերության դեմ՝ անհուսալի կրեդիտորական պարտքերի մասով հաշվետվություններ չներկայացնելու միջոցով շուրջ 28 միլիոն դրամ հարկ չվճարելու համար:

Սամվել Սինանյանի տեղեկացմամբ` 2017-ի ընթացքում վարչության կողմից հարուցվել է 208 քրեական գործ: Նրա դիտարկմամբ՝ ընկերությունները հիմնականում տարբեր մեխանիզմներով են խուսափում հարկային պարտավորությունների կատարումից, մասնավորապես ծախսերի արհեստական ուռճացման միջոցով նվազեցնում են շահութաբերությունը, ինչի արդյունքում նվազում է շահութահարկը: «Արհեստականորեն նվազեցնում են նաև իրացումից հասույթը՝ ՀԴՄ-ով իրացված ապրանքների արժեքը ցածր ներկայացնելու կամ ընդհանրապես կտրոն չտրամադրելու միջոցով: Խուսափում են եկամտային հարկի վճարումից՝ վարձու աշխատողների աշխատավարձը քիչ ցույց տալու կամ վերջիններիս օրենքով սահմանված կարգով չգրանցելու, ԵԱՏՄ երկրներից ներմուծումներ կատարելիս հարկային հայտարարագիր չներկայացնելու և դրա արդյունքում ԱԱՀ-ի գումարները չհաշվարկելու միջոցով: Տնտեսվարողները ցույց են տալիս նաև ձեռք բերված և իրացվելիք ապրանքների մնացորդի վերաբերյալ կեղծ տվյալներ և այլն»,-ավելացրեց պաշտոնյան:
