Ոստիկանության Արարատի մարզային վարչությունում բացահայտվել են ֆինանսական չարաշահումներ

ՀՀ հատուկ քննչական ծառայությունում ՀՀ ոստիկանության ներքին անվտանգության վարչությունից ստացված նյութերի հիման վրա հարուցված քրեական գործի նախաքննությամբ բացահայտվել են ֆինանսական խախտումների և չարաշահումների մի շարք դեպքեր: Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՔԾ լրատվական ծառայությունից, պարզվել է, որ ոստիկանության Արարատի մարզային վարչության տարբեր ստորաբաժանումների չորս հաշվապահներ պատշաճ կարգով չեն կատարել իրենց պարտականությունները, թույլ են տվել ֆինանսական խախտումներ, ինչպես նաև, չարաշահելով պաշտոնեական դիրքը, յուրացման եղանակով հափշտակել են իրենց վստահված խոշոր չափերով գումարներ:

Այսպես, ՀՀ ոստիկանության Արարատի մարզային վարչության ֆինանսական խմբի և նույն վարչության Արարատի բաժնի գլխավոր հաշվապահներ Արուս և Վեհանուշ Ասատրյանները, իրենց գործընկերներին «լավություն» անելու և նրանց օգտակար լինելու անձնական շահագրգռվածությունից ելնելով, մասամբ էլ սխալ հաշվարկների պատճառով, 2014 թվականի հունվարի 1-ից մինչև 2017 թվականի փետրվարն ընկած ժամանակահատվածում պետական բյուջեից ավել գումարներ են պահանջել և ոստիկանության Արարատի մարզային վարչության մի շարք աշխատակիցների հաշվին առանց օրինական հիմքերի որպես աշխատավարձ փոխանցել շուրջ 8 մլն ՀՀ դրամի չափով ավել գումարներ: Հետագայում, երբ նշված աշխատակիցները վերադարձրել են ստացած գումարների մի մասը, հաշվապահները դրանք չեն մուտքագրել Արարատի մարզային վարչության դրամարկղային հաշվին և ծախսել են իրենց անձնական կարիքների համար:

Ի դեպ, նույն ժամանակահատվածում կատարված սխալ հաշվարկների հետևանքով ոստիկանության մի շարք աշխատակիցների էլ շուրջ 1,5 մլն դրամի չափով պակաս գումար է վճարվել:

Բացի այդ, ՀՀ հատուկ քննչական ծառայությունում կատարված նախաքննության ընթացքում ձեռք բերված բավարար ապացույցների հիման վրա պարզվել է, որ ֆինանսական չարաշահումներ են կատարվել նաև ոստիկանության Արարատի մարզային վարչության Արտաշատի և Մասիսի բաժինների հաշվապահներ Լարիսա Մանասյանի ու Նինա Ավանեսովայի կողմից: Վերջիններս նույնպես յուրացնելու եղանակով գումարներ են հափշտակել պետբյուջեից: Մասնավորապես, Լ. Մանասյանն ու Ն. Ավանեսովան շահադիտական նպատակով պետական բյուջեից ավել գումարներ են պահանջել և որպես դրամական օգնություն փոխանցել իրենց հաշվին:

ՀՀ ոստիկանության աշխատակիցների ապօրինի գործողությունների հետևանքով պետբյուջեին պատճառված շուրջ 8մլն ՀՀ դրամի գույքային վնասը նախաքննության ընթացքում ամբողջությամբ վերականգնվել է:

Վերը նշված հանցավոր արարքների կատարման համար Արուս Ասատրյանին և Վեհանուշ Ասատրյանին մեղադրանքներ են առաջադրվել ՀՀ քրեական օրենսգրքի 179-րդ հոդվածի 2-րդ մասի 1-ին և 3-րդ կետերով, 308-րդ հոդվածի և 315-րդ հոդվածի 1-ին մասերով, իսկ Լարիսա Մանասյանին ու Նինա Ավանեսովային՝ ՀՀ քրեական օրենսգրքի 179-րդ հոդվածի 2-րդ մասի 1-ին կետով:

Քրեական գործի նախաքննությունն ավարտվել է: Գործը մեղադրական եզրակացությամբ հանձնվել է դատավարական հսկողություն իրականացնող դատախազին` այն հաստատելու և դատարան ուղարկելու համար:

Ծանուցում. ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով դատարանի` օրինական ուժի մեջ մտած դատավճռով:
