Օմբուդսմենը նույնականացման քարտերով քվեարկելու մեջ ընտրողների իրավունքների խախտում չի տեսնում

ՀՀ մարդու իրավունքների պաշտպան Կարեն Անդրեասյանը ընտրողների իրավունքների խախտում և երկակի ստանդարտերի կիրառման հնարավորություն չի տեսնում նույնականացման քարտերով քվեարկության մասնակցելու օրենսդրական նախաձեռնությունում, որն առաջարկվել է ՀՀԿ-ական մի խումբ պատգամավորների կողմից: Խորհրդարանում Մարդու իրավունքների պաշտպանի տարեկան զեկույցի քննարկման ժ ամանակ այս մասին ասաց ՀՀ մարդու իրավունքների պաշտպան Կարեն Անդրեասյանը՝ անդրադառնալով ԱԺ ՕԵԿ խմբակցության ղեկավար Հեղինե Բիշարյանի այն մտահոգությանը, որ նույնականացման քարտերով քվեարկության մասնակցելու դեպքում կարող են խախտվել ընտրողների իրավունքները և երկակի ստանդարտների կիրառման հնարավորություն ստեղծվել: «Եթե որևէ մեկը չի ցանկանում, որ իր անձնագիրը քվեարկությանը մասնակցելուց հետո դրոշմվի, կարող է ձեռք բերել նույնականացման քարտ և քվեարկությանը մասնակցել դրանով: Այսինքն, այստեղ մե նք երկակի ստանդարտների խնդիր չենք տեսնում: Մենք այստեղ տեսնում ենք այն խնդիրը, թե ինչպես են այս դեպքում գործելու երաշխիքները կրկնակի քվեարկությունից խուսափելու համար»,- նշեց Անդրեասյանը:
Նա ընդգծեց, որ առաջիկա հանրաքվեի ընթացքում Մարդու իրավունքների պաշտպանի գրասենյակը դիտարկումներ է իրականացնելու՝ հասկանալու համար, թե հանրաքվեի ընթացքում որքանով են արդյունավետ եղել կրկնակի քվեարկությունը բացառելու համար սահմանված երաշխիքները; «Մենք կուսումնասիրենք այս խնդիրը և հանրաքվեից հետո կհայտնենք մեր կարծիքը»,- եզրափակեց Անդրեասյանը;
Ազգային ժողովի հանրապետական խմբակցության մի խումբ պատգամավորներ առաջարկում են փոփոխություններ կատարել ընտրական օրենսգրքում և «Նույնականացման քարտերի մասին» օրենքում՝ քաղաքացիների համար հնարավորություն ստեղծելով քվեարկությանը մասնակցել նաև նույնականացման քարտերով: Նույնականացման քարտերով քվեարկությանը մասնակցելու հնարավորություն ընձեռող օրենքի նախագիծը Ազգային ժողովը կքննարկի հատուկ ընթացակարգով: Օրենսդրական նախաձեռնությամբ առաջարկվում է ՀՀ ընտրական օրենսգրքում, «Նույնականացման քարտերի մասին» ՀՀ օրենÖ �ներում կատարել համապատասխան փոփոխություններ` սահմանելով, որ քվեարկության ժամանակ նույնականացման քարտը նույնպես համարվում է ընտրողի անձը հաստատող փաստաթուղթ: Միաժամանակ, նախատեսվում է, որ նույնականացման քարտը չի դրոշմակնքվում:
