Փոքր ՀԷԿ-երի խողովակաշարերը սարսափելի վիճակում են, ինչն էլ ջրի քանակի օգտագործման 30% տարբերություն է տալիս. նախարար

Էներգետիկ ենթակառուցվածքների և բնական պաշարների նախարարությունն անցած մեկ տարվա ընթացքում տրամադրել է 62 ՄՎտ հզորությամբ աշխատող 35 փոքր ՀԷԿ-երի կառուցման լիցենզիաներ, որոնք առաջիկա տարիների ընթացքում շահագործման կհանձնվեն:
Tert.am-ը Էներգետիկ ենթակառուցվածքների և բնական պաշարների նախարար Աշոտ Մանուկյանից հետաքրքրվեց, թե նոր ՀԷԿ-երի կառուցումն արդյոք ՀՀ բնապահպանական խնդիրները չի խորացնի՝ հաշվի առնելով այն, որ բնապահպանների կողմից լուրջ դժգոհություն է առաջացնում ՀԷԿ-երի գործունեությունը, քանի որ գետերն են չորանում, ինչն էլ իր հերթին վնասում տվյալ տարածքի բնականոն զարգացմանը:
Նախարարն ի պատասխան նկատեց, որ հարցին վարչապետ Կարեն Կարապետյանի առաջին հանձնարարականներից մեկը ՀԷԿ-երի անվտանգ շահագործմանն էր վերաբերում: Աշոտ Մանուկյանի խոսքով, երբ փոքր ՀԷԿ-երի խնդիրները սկսել են ուսումնասիրել ընդլայնված տարբերակով, հարց է առաջացել՝ խնդիրը բնապահպանակա՞ն, թե՞ տնտեսական է:
«Բացահայտվեց այն, որ այսօր Հայաստանում գործող փոքր ՀԷԿ-երի 99 տոկոսը կառուցված է ներգրավված ֆինանսական միջոցներով: Այսինքն՝ ժամանակին միջազգային կառույցների կողմից տրամադրվել է համեմատաբար էժան վարկային ռեսուրսներ, և մեր գործարարները, որպեսզի ծախսերն օպտիմալացնեն, եթե ավելի ճիշտ՝ կրճատեն և հասցնեն նվազագույնի, ՀԷԿ-երը կառուցել են օգտագործված սարքավորումներով:Սխալված չեմ լինի, եթե ասեմ, որ ՀԷԿ-երի կեսը կառուցված է հին սարքավորումներով, քանի որ նոր սարքավորումների փոխարեն տեղադրել են օգտագործված կամ տնային պայմաններում հավաքած սարքավորումներ»,- մանրամասնեց Աշոտ Մանուկյանը:
Նախարարի գնահատմամբ՝ ՀԷԿ-երի խողովակաշարերը սարսափելի վիճակում են, քանի որ կառուցման համար հիմնականում օգտագործված խողովակները խորհրդային տարիներին արտադրական ձեռնարկություններից դուրս գրված շահագործմանը ոչ պիտանի խողովակներ են:
«Այդ խողովակաշարերի որակն այսօր բերում է նրան, որ ջրի քանակը, որը պլանավորվում է վերցնել գետից, որ հասնի հիդրոտուրբիններին, տարբերությունը կազմում է ավելի քան 30 տոկոս: Այսօր խնդիրն այնքան էկոլոգիական չէ, որքան տնտեսական, եթե մենք այսօր քայլեր չձեռնարկենք, ապա առաջիկա 5 տարիների ընթացքում փոքր ՀԷԿ-երի մոտավորապես 30 տոկոսը կփակվի: Կփակվի, որովհետև սարքավորումները ֆիզիկապես ու բարոյապես մաշված են, թեպետ շահագործվում են 5-10 տարի»,- բացատրեց նախարարը:
Աշոտ Մանուկյանի կարծիքով՝ փոքր ՀԷԿ-երի դեպքում էկոլոգիական ու տնտեսական խնդիրները հավասարվել են: Սակայն նախարարը շեշտեց՝ Կառավարությունը էկոլոգիական խնդիրների վրա աչք չի փակել և վերանայել է քաղաքականությունը:
«Բնապահպանության նախարարության մեր գործընկերներն արմատապես վերանայել են փոքր ՀԷԿ-երին տրամադրվող ջրօգտագործման սկզբունքը: Եթե ժամանակին գետից տրամադրում էինք այսքան ջուր, ապա այսօր գնում են հակառակ տրամաբանությամբ՝ մենք պարտադրում ենք գետում թողնել այսքան քանակի ջուր, իսկ մնացած ջուրն օգտագործել ՀԷԿ–ի շահագործման համար»,- շեշտեց Աշոտ Մանուկյանը:
Էներգետիկ ենթակառուցվածքների և բնական պաշարների նախարարը հավելեց, որ հետագայում բնապահպանության նախարարության կողմից այլ քայլեր էլ կլինեն, բաց նկատեց, որ փոքր ՀԷԿ-երի հիմնական խնդրի՝ տնտեսականի լուծման համար դեռևս բանալի չունեն:
