Բնակֆոնդի խնդիրը Հայաստանում, մասնավորապես Երևանում, բավականին արդիական է և տարեցտարի այդ խնդիրը բավականին սուր է զգացվելու: Այս մասին Tert.am-ի հետ զրույցում ասաց «Առաքելություն» կուսակցության քաղխորհրդի անդամ, տնտեսագետ Մեսրոպ Առաքելյանը: Նա նշեց, որ 30 տարուց ավելի օգտագործվող հին շենքերը շատ են, իսկ նորակառույցները` քիչ:
«Բնակֆոնդի փոփոխությունը պետք է դառնա իշխանությունների առաջնահերթ ծրագրերից մեկը, ինչը չենք նկատում: 90–ականների սկզբին խորհրդային տարիներին մնացած որոշ կիսակառույցներ ավարտին հասցրեցին, իսկ 2000-ականներին նոր շենքերի կառուցման մոտիվացիան, մասնավորապես, բիզնես նպատակներ ուներ: Այդ շրջանում շինարարական կարճաժամկետ «բում» նկատվեց, ինչի արդյունքում կառուցվեցին Երևանի կենտրոնում նոր շենքեր և 2008-2009 թվականների ֆինանսատնտեսական ճգնաժամի հետևանքով Հայաստանում շինարարական ոլորտը կարելի է ասել մեռած վիճակում է»,-ասաց նա:
Մեսրոպ Առաքելյանը նշեց, որ շինարարության ոլորտի այս պասիվ վիճակը պայմանավորված է սպառման բացակայությունով: «Շինարարությունը ի վերջո պետք է ունենա սպառող, իսկ սպառողը բնակչությունն է, իսկ վերջին տասը տարում հաշվի առնելով արտագաղթի տեմպեր ազգաբնակչությունը նոր բնակֆոնդի կարիք չունի: Այսինքն՝ բնակչությունը չի ավելանում, որ անհրաժեշտություն լինի ավելացնել նոր բնակմակերես»,- ասաց նա:
Չնայած դրան` տնտեսագետը նշեց, որ առկա բնակֆոնդի փոխարինման կարիք կա, բայց դրա անհրաժեշտությունն ունեցողներն ի զորու չեն ձեռք բերել նոր բնակարաններ և շատ հաճախ անվտանգության տարրական նորմերին չհամապատասխանող բնակարաններում են բնակվում:
«Այստեղ անհրաժեշտ է պետական միջամտություն, պետությունը մասնավորի հետ համագործակցելով որոշ թաղամասեր պետք է ամբողջովին նորացնի: Դա բնական երևույթ է, ամբողջ աշխարհում որոշակի ժամանակահատված հետո գործող բնակֆոնդն այլևս շահագործման ենթակա չէ»,- ասաց նա:
Ըստ նրա`շինարարության ոլորտում ներդրումների պասիվությունը, իշխանության անտարբերությունը պայմանավորված է շահույթի բացակայությունով, քանի որ այդ բնակարանները սոցիալական ոլորտին պետք է ուղղվեն:
