Դաշնակցությունը չունի ու չի ունեցել կասկածներ, որ Հայաստան-Եվրամիություն համագործակցության մասին համաձայնագիրը չի ստորագրվելու: Tert.am-ի հետ զրույցում ասաց «Հայ Յեղափոխական Դաշնակցություն» խմբակցության ղեկավար Արմեն Ռուստամյանը՝ պատասխանելով այն հարցին, թե ի վերջո նոյեմբերին ստորագրվելո՞ւ է այս փաստաթուղթը, թե՞ ոչ:

«Մենք լիահույս ենք, որ այն կստորագրվի: Առայժմ որևէ խոչընդոտ չի երևում, եթե մենք մեր ներսում որևէ խոչընդոտ չփորձենք հրահրել, առաջացնել: Կարծում եմ, որ հստակ է՝ հրապարակված համաձայնագիրը չի խանգարում, անհամատեղելի չէ Եվրասիական տնտեսական միության հետ: Տեքստը հրապարակայնացնելուց հետո ավելի ակնհայտ դարձավ, որ «կամ-կամ»-ի վիճակ չկա, խանգարող ոչինչ չկա, դրանք կարող են իրար լրացնել»,- ասաց Արմեն Ռուստամյանը:

Պատգամավորը նշեց, որ անվտանգության, ռազմական, էներգետիկ ոլորտների հետ կապված հարցերը Եվրամիության հետ համագործակցությամբ նոր լրացուցիչ հնարավորություններ են բացում: 

«Մենք պետք է օգտվենք այս առիթից: Սրանով ավելանալու է մեր անկախությունը, վերանալու է այն տպավորությունը, որ Հայաստանը միայն միակողմանի վեկտորով է առաջնորդվում: Սա դրական արդյունքներ ու հետևանքներ կունենա մեզ համար: Բոլորս պետք է ցանկանանք, ամեն ինչ անենք, որ համաձայնագիրը ստորագրվի նախատեսված ժամկետներում»,- նշեց նա:

ՀՅԴ-ական պատգամավորի խոսքով՝ Եվրամիության ներսում գործընթաց կլինի՝ ԵՄ անդամ-պետություններն առանձին-առանձին պետք է վավերացնեն այս փաստաթուղթը և «կարող է ինչ-որ մի երկիր բարդություն առաջացնի, չի բացառվում»:

Ինչ վերաբերում է այն կասկածներին, որ ստորագրելուց հետո Հայաստանը չի կատարի պայմանագրով նախատեսված բարեփոխումները, քանի որ դրանք կատարելու դեպքում ՀՀ-ն կդառնա «փոքր Շվեյցարիա և այլևս անելիք չի ունենա Եվրասիական տնտեսական միության կազմում», ապա Ռուստամյանն այսպես արձագանքեց. «Ի՞նչ է, վա՞տ է, որ Հայաստանը Շվեյցարիա է դառնալու: Այստեղ որևէ հարց չեմ տեսնում, որը կխանգարի մեր ռազմավարական շահերին: Հակառակը: Այն, ինչ կատարվում է, ծառայելու է մեր ռազմավարական շահերին: Մենք մնում ենք եվրոարժեհամակարգի մեջ, որը կապված է մարդու իրավունքների պաշտպանության, ժողովրդավարության, իրավական հիմքերի ամրապնդման հետ»:

Դիտարկմանը, թե ԵԱՏՄ-ում այս արժեքները, ըստ փորձագետների, բացակայում են, Արմեն Ռուստամյանն ասաց, որ դա ԵԱՏՄ խնդիրն է: 

«Անգամ եթե սա չլինի, այդ ամբողջ արժեհամակարգը արտացոլված է մեր Սահմանադրության մեջ: Եթե անգամ որևէ երկիր՝ լինի ԵԱՏՄ-ից, թե որևէ տեղից, իր հոգու խորքում դեմ էր, որ Հայաստանն անցում կատարի խորհրդարանական կառավարման համակարգին, ապա փաստի առաջ է կանգնել: Դրա համար էր Սահմանադրության ընդունումն ավելի կարևոր: Այս համաձայնագրի հիմքը դրվել էր Սահմանադրության ընդունմամբ, որովհետև նոր բան, որը Սահմանադրությամբ նախատեսված չէր, այստեղ չկա: Մենք ունենալու ենք մի գործընկեր, որը մեզ օգնելու է Սահմանադրությունը իրացնել ավելի խորքային, լիարժեք»:

Հարցին՝ արդյոք ԵՄ համագործակցության մասին փաստաթուղթը կարելի՞ է համեմատել ԵԱՏՄ անդամակցության համաձայնագրի հետ և հայտարարել, որ Հայաստանը լուծեց «և-և» քաղաքականությունը, ապա Արմեն Ռուստամյանն այսպես արձագանքեց. «Ցածրի բարձրի հարց չկա: Այդ ի՞նչ սանդղակով է որոշվում՝ որն է ցածր, որը բարձր: Կան հարցեր, որոնց լուծումը Հայաստանի համար օդ ու ջրի նման անհրաժեշտ է: Դրանց մի մասը Հայաստանը լուծում է ԵԱՏՄ անդամակցությամբ, մյուս մասն էլ՝ Եվրամիության հետ համագործակցությամբ: Բաներ կան, որոնք այնտեղ չես անի, բաներ կան, որոնք պետք է անես մեկ այլ դաշտում: Սրանք իրար փոխլրացնում են»:
