ԱՄՆ 85 կոնգրեսական Օբամայից պահանջել է քայլեր անել ԼՂ հակամարտության գոտում խաղաղության վերահաստատման համար

ԱՄՆ Կոնգրեսի ներկայացուցիչների պալատի արտաքին հարաբերությունների հանձնաժողովի ղեկավար Էդ Ռոյսի եւ Դոմոկրատական կուսակցությունից Էլիոթ Էնգելի նախաձեռնությանն են միացել 83 կոնգրեսականներ եւ դիմել երկրի նախագահ Բարաք Օբամայի վարչակազմին` կոչով` աջակցել եւ միջոցներ կիրառել ԼՂ հակամարտության գոտում խաղաղության հաստատման ու Հայաստանի, Արցախի եւ Ադրբեջանի սահմանին լարվածÕ �ւթյան նվազման համար: «Բռնությունը Լեռնային Ղարաբաղի հետ շփման գծում կտրուկ աճել է եւ վարչակազմի չհասցեականացված քաղաքականությունը բռնություն կիրառողի նկատմամբ, այլեւս չի գործում»,-վկայակոչելով «Ասպարեզ»-ը, ասել է կոնգրեսական Էդ Ռոյսը:
«Այդ քաղաքականությունը պետք է փոխվի: Մեր նամակում առաջարկում ենք մի քանի խելամիտ եւ հավասարակշռված քայլ ԱՄՆ-ի եւ ԵԱՀԿ Մինսկի խմբի համար, որոնք պետք է կանգնեցնեն շարունակվող բռնությունը: Առաջին հերթին, բոլոր կողմերը պետք է համաձայնեն դիպուկահարներին հետ քաշել եւ պետք է հնարավորություն տան սահմանին տեղակայել ազդանշանային համակարգեր, որոնք թույլ կտան թափանցիկ եւ բազմակողնի հետաքննություն իրականացնել շփման գծում տեղի ունեցող յուրաքանչյուր բռնության առնչությամբ: Դեսպան Ուորլիքը պետք է աջակցի այդ առաջարկությանն ու ամեն ինչ անի, որպ եսզի Մինսկի խմբի իր գործընկերներն էլ դա ընդունեն»,- ասել է Ռոյսը: Դեսպան, ԵԱՀԿ Մինսկի խմբի ամերիկացի համանախագահ Ջեյմս Ուորլիքին ուղղված նամակում Էդ Ռոյսը կոչ է անում ԱՄՆ-ին եւ ԵԱՀԿ հրաժարվել «կեղծ ազնվության» քաղաքականությունից եւ հայտարարություններից, որոնք ավելի են մեծացնում լարվածությունը:
«Չկա խաղաղություն, երբ բացակայում է պատասխանատվությունը». նամակում կոնգրեսականը խաղաղության հաստատմանն ուղղված մի շարք քայլեր է առաջարկում, որոնք պետք է կյանքի կոչվեն կարճ ժամանակահատվածում եւ պետք է փրկեն կյանքեր ու նպաստեն պատերազմի կանխարգելմանը: «Այդ քայլերը կարող են նպաստել տարածաշրջանում բոլոր մարդկանց խաղաղ կենսակերպին: Այդ քայլերն են` համաձայնագրի ընդունումը, համաձայն որի` բոլոր կողմերը շփման գծից հետ են կանչելու դիպուկահարներին, սահմանին ԵԱՀԿ դիտորդական խումբ է տեղակայվելու, որը պետք է ունենա հրազեն որսացող ազդÕ �նշանային համակարգեր: Նաեւ, կողմերը պետք է թույլ տան ԵԱՀԿ լրացուցիչ ներկայացուցչներին դիտորդական առաքելություն իրականացնել շփման գծում` ուսումնասիրելու հրադադարի ռեժիմի խախտման դեպքերը»,- եզրափակել է Էդ Ռոյսը:
