Տարկետման վերացումն ընդամենը առիթ է

Պարզից էլ պարզ է, որ տարկետման ոլորտում առկա կոռուպցիոն ռիսկերն անհամեմատելի են առողջապահական ոլորտում առկա կոռուպցիոն ռիսկերի հետ: Պարզ է նաև, որ եթե տարկետման ոլորտում կան կոռուպցիոն ռիսկեր, կան նաև օրենքի տառին համապատասխան ցուցանիշներ, որտեղ կրթության համար տարկետում ստանում են նաև առանց կաշառքի կամ անձնական կապերի:
Այս հանգամանքը բավարար էր, որպեսզի տարկետման վերացման հարցը չդառնար ազգ-բանակ կոնցեպտի քննարկման հիմնական առանցքը: Բայց թե կոնցեպտի հեղինակները, թե քննադատները առանցքում դրեցին հենց այս, ըստ էության ոչ բանակի ռեզերվի խնդիր լուծող, ոչ էլ կոռուպցիան նվազեցնելու միտում ունեցող թեման:
Քննադատներն ընկան ներկայացնողների ծուղակը. գայթակղվեցին պաշտոնյաների ծառայած-չծառայած լինելու հարցը քննարկելով: Իսկ ներկայացնողները միտումնավոր դիմեցին այս քարոզչական հնարքին:
Բայց քարոզչական հնարքի հետևում կա նաև կոնկրետ քաղաքականություն. կրթությունն ու գիտությունը որպես այդպիսին իշխանության համար դիտվում են անպիտան ուղղություններ: Այս իմաստով տարկետման վերացումն ավելի շատ սիմվոլիկ քայլ է, քան հաշվարկված: Նպատակ է դրվում սահմանել պետական մեկ առաջնահերթություն ՝ բանակ, տանել հասարակությունը միլիտարիզացիայի ուղով:
