 ՀՀ ԱԺ «Ծառուկյան» դաշինքի պատգամավոր Իվետա Տոնոյանն իր ֆեյսբուքյան էջում գրում է.

Թեմայի վերաբերյալ ելույթիս հիմնական շեշտադրումն Ադրբեջանի կողմից պարբերաբար իրականացվող կիբերսպառնալիքներն ու մարտահրավերներն էին, ինչպես նաև՝ 2016 թ-ի ապրիլյան պատերազմի ժամանակ իրականացված կիբերհարձակումները:

Նախևառաջ ցանկանում եմ արձանագրել, որ անչափ կարևորում եմ այս քննարկումը, կարծում եմ` թեման արդիական է ոչ միայն Հայաստանում, այլ նաև ամբողջ աշխարհում: Կիբերանվտանգությունը բազմաթիվ երկրներում այլևս ազգային անվտանգության հարց է դարձել: Տեղեկատվական տեխնոլոգիաների բուռն զարգացմանը զուգընթաց, բնականաբար կատարելագործվում են նաև կիբեռհարձակումները և փոփոխվում են դրանց իրականացման եղանակներն ու միջոցները՝ լայնորեն թափանցելով նաև պետության կենսագործունեության գրեթե բոլոր բնագավառներ՝ առաջացնելով ռիսկեր և սպառնալիքներ: Վառ օրինակ կարող եմ բերել. 2016 թ-ի ապրիլի 2-ին, երբ Արցախում սկսվեցին պատերազմական գործողություններ՝ մեկնարկեցին նաև ակտիվ կիբեռհարձակումներ Ադրբեջանի կողմից:
Գաղտնիք չէ, որ ադրբեջանական հաքերային համայնքի հիմնական թիրախներից են Հայաստանը և հայերը՝ անկախ բնակության վայրից։ Հաքերային ամենամեծ ու ակտիվ խմբավորումն անգամ, որն արդեն 5 տարի գործում է, կոչվում է Anti-Armenia Team, որն էլ կազմակերպված հակահայկական հաքերային հարձակումների հիմնական պատասխանատուն է։ Ադրբեջանական հաքերներն աշխատել և աշխատում են հայկական կայքերը «կոտրելու» ուղղությամբ, ինչպես նաև պարբերաբար իրականացնում են DDoS հարձակումներ։ Վերջին տարվա ընթացքում նկատվում է ադրբեջանական հաքերների հարձակումների որակի փոփոխություն։ Դեռ ապրիլյան պատերազմական գործողությունների ժամանակ նկատվեց, որ արդեն որպես թիրախ սկսում են հանդիսանալ ոչ միայն կայքերը, ներքին ցանցերը, այլև առանձին հայ օգտատերերը, իսկ սա մարդու իրավունքների ոտնահարման, անձնական կյանքի իրավունքի կոպտագույն խախտում է:
Այս փաստի վրա ուզում եմ հրավիրել բոլորի ուշադրությունը: Բարձրացված հարցի շրջանակներում գերակա խնդիր է դառնում և կարևորվում կիբեռհանցագործությունների դեմ միասնական պայքարը: Հաշվի առնելով հարցի լրջությունը՝ կարծում եմ՝ անհրաժեշտ է պարբերաբար քննարկումներ կազմակերպել այս հարցի վերաբերյալ, ինչպես նաև տեղեկատվության ավելացում և փոխանակում խնդրով մտահոգ երկրների խորհրդարանների միջև։ Ուստի, շահագրգիռ բոլոր պետությունները պետք է ակտիվորեն ներգրավվեն կիբեռհանցագործության դեմ պայքարի միջոցառումներին, ինչպես նաև աստիճանաբար բարձրացնեն նմանատիպ միջոցառումների արդյունավետությունը: Սա համընդհանուր չարիք է և դրա դեմ մենք պետք է միասնաբար պայքարենք։
