2018 թ. ապրիլից հետո Հայաստանի Հանրապետության վարչապետի հարցի շուրջ Tert.am-ը զրուցել է Պահպանողական կուսակցության նախագահ Միքայել Հայրապետյանի հետ: 

-Հայաստանի ներքաղաքական կյանքի ամենակարևոր հարցերից մեկն այն է, թե 2018 թ. ապրիլից հետո ով է լինելու երկրի վարչապետ՝ Սերժ Սարգսյա՞նը, թե՞ Կարեն Կարապետյանը: Բազմաթիվ տեսակետեր են հնչում անձերի, երկրի իրական ղեկավարի հետ կապված, Ձեր կարծիքն ինչպիսի՞ն է այս հարցում:

-Մի՞թե սովորական քաղաքացիներիս համար որևէ տարբերություն կա, թե ո՛ր ղարաբաղցին կլինի վարչապետ: Միևնույն է՝ կլանը փորձելու է երկրի իրական ղեկը ձեռքից բաց չթողնել:

-Իրականում սա այդքան կարևո՞ր հարց է: Իրականում նա, ով լինի վարչապետ, նա է փաստացի ղեկավարելու երկիրը: Օրինակ՝ հանրապետականները հայտարարում են, որ 2018-ից հետո էլ միևնույն է իրենց ղեկավարը լինելու է Սերժ Սարգսյանը:

- Վստահ եմ, որ սա կարևոր հարց կլիներ, եթե մեր երկրում Սահմանադրությունը հարգելու նախադեպ լիներ: Իհարկե, պետականության սոլիդության տեսանկյունից միակ լավը կլիներ այն, որ հենց երկրի իրական ղեկավարն էլ զբաղեցներ վարչապետի պաշտոնը: Այլապես հերթական անգամ կսղոցենք պետականության հիմնասյունը, եթե իրական և անվանական իշխանությունները նույնը չլինեն:

-Վերջերս նաև քննարկվում է վարչապետի թեկնածուի երրորդ անձի անունը, մասնավորապես, նշվում է, որ 2018-ից հետո ՀՀ վարչապետ կարող է դառնալ պաշտպանության նախարար Վիգեն Սարգսյանը:

-Եթե Վիգեն Սարգսյանն է լինելու երկրի իրական ղեկավարը, ապա թող հենց նա էլ դառնա վարչապետ: Իսկ եթե մեկ ուրիշն է լինելու իրական ղեկավարը, ապա պետք չէ հերթական անգամ լլկենք մեր պետականությունը, և թող հենց այդ մեկ ուրիշն էլ զբաղեցնի վարչապետի պաշտոնը: Այսպիսի մանր, առտնին, գավառական ինտրիգներով մենք անլրջացնում ենք մեր պետականությունը:  

-Սահմանադրական փոփոխություններով պայմանավորված՝ նախատեսվում է, որ 2018թ.-ից հետո վարչապետի լիազորությունները նվազեցվելու են պաշտպանության, անվտանգության ոլորտներում, և դրանք տրվելու են Ազգային անվտանգության խորհրդին: Նաև խոսակցություններ կան, որ Սերժ Սարգսյանը ցանկանում է պաշտոնավարման ավարտից հետո զբաղեցնել ԱԱԽ քարտուղարի պաշտոնը: Այս սցենարը որքանո՞վ եք հավանական համարում:

- Գիտե՞ք՝ ես մեծացել եմ ԽՍՀՄ-ում, և երկրի ղեկավարի դերում այդ «քարտուղար» ասվածը նողկալի ասոցիացիաներ է առաջացնում իմ մեջ. ես անմիջապես «գենսեկ» եմ պատկերացնում: Ժամանակակից աշխարհի համար անընկալելի կլինի խորհրդային պետական տիպաբանությանը վերադառնալը: Մինչդեռ մենք ընկալելի լինելու լուրջ խնդիր ունենք. մենք Արցախի՝ մինչև վերջ չլուծված խնդիր ունենք: Անամոթություն կլիներ համաշխարհային կարծիքը մեզնից խորթացնելը, մեր դեմ տրամադրելը: Վստահ եմ՝ Սերժ Սարգսյանը սա պատկերացնում է, ինչպես որ պատկերացնում են իր շրջապատից գոնե ոմանք: Աստված չանի հերթական քացին տան այնքա՜ն դժվարությամբ ու զոհողություններով շահված մեր պետականությանը: Չեմ ուզում հավատալ, որ Սերժ Սարգսյանը նաև այդպիսի քայլ կանի մեր պետության դեմ:
