Հասարակական հարաբերությունների ներկայիս մակարդակը և հակաիրավական երևույթներին հակազդելու մեծ սպասելիքները հարկադրում են ունենալ այնպիսի լիազորություններով օժտված ոստիկանություն, որն ունակ կլինի համարժեք արձագանքել հանցավորության սպառնալիքներին, ինչի արդյունքում ՀՀ յուրաքանչյուր քաղաքացի իրեն ապահով և պաշտպանված պետք է զգա: Ազգային ժողովում ՀՀ 2018թ. պետական բյուջեի նախագծի քննարկմանն այս մասին ասաց ՀՀ ոստիկանության պետի տեղակալ Վարդան Եղիազարյանը՝ ներկայացնելով ոստիկանության 2018թ. զարգացման ծրագիրը: «Նշված նպատակների իրականացմանն ուղված միջոցառումները ոստիկանության ոլորտում 2018թ. նախատեսվող զարգացումների հիմքն են լինելու»,- «Արմենպրես»-ի փոխանցմամբ՝ ընդգծեց Եղիազարյանը:

Նրա խոսքով՝ կարևոր է ոստիկանության կազմակերպա-իրավական ձևը և կառուցվածքային փոփոխությունները: «Մենք նպատակահարմար ենք գտնում, որպեսզի ոստիկանությունը սահմանվի որպես վարչապետին ենթակա պետական մարմին: Այդ մոդելը նպատակահարմար է այնքանով, որ ոստիկանությանը թույլ կտա նոր սահմանադրական կարգավիճակին անցում կատարել սահուն՝է առանց կառուցվածքային և գործառույթային զգալի փոփոխությունների ու ժամանակի անհարկի կորստի: Բացի այդ, առաջարկվող կարգավիճակի պարագայում ոստիկանության քաղաքական չեզոքությունը կլինի ավելի երաշխավորված»,- ընդգծեց փոխոստիկանապետը:

Նա, անդրադառնալով ոստիկանությունում սպասվող կառուցվածքային փոփոխություններին, ընդգծեց, որ համանման գործառույթներ իրականացնող կենտրոնական ապարատի ստորաբաժանումները կմիավորվեն, ինչը կբարձրացնի ստորաբաժանումների կառավարման արդյունավետությունը և պատասխանատվությունը, կօպտիմալացնի դրանց թվակազմը: Ապագայում կձևավորվեն նաև քրեական և հասարակական անվտանգության ոստիկանություններ»,- մանրամասնեց Վարդան Եղիազարյանը:

Նախատեսվում է նաև ձևավորել շուրջօրյա ռեժիմով գործող պարեկային նոր ծառայություն: Փոխոստիկանապետի խոսքով՝ պարեկային շարժական ծառայության ձևավորումը կբեռնաթափի համայնքային ոստիկանության և օպերատիվ հետախուզական ստորաբաժանումների աշխատանքը՝ արագ արձագանքելով դեպքերին, բարձրացնելու է բնակավայրերում իրավախախտումների կանխարգելման և խափանման արդյունավետությունը:

Նախատեսվում է օրենքով սահմանել, որ հասարակական կարծիքը համարվելու է ոստիկանության աշխատանքի գնահատման հիմնական չափորոշիչներից մեկը: Ոստիկանությունը և դրա տարածքային մարմինները վերանայելու են կից գործող հանրային և համայնքային խորհուրդների հետ համագործակցության մեխանիզմները:

Վարդան Եղիազարյանն ընդգծեց, որ պլանավորվում է ոստիկանության համակարգում ավելացնել տեղեկատվական արդիական տեխնոլոգիաների օգտագործումը: «Տեղեկատվական արդիական տեխնոլոգիաները պետք է լայնորեն օգտագործվեն հատկապես հասարակական կարգն ապահովելիս, հանցագործությունները, վարչական իրավախախտումները հայտնաբերելիս և խափանելիս»,- ասաց փոխոստիկանապետը:

Հայաստանի Հանրապետության պետական բյուջեից 2018թ. ոստիկանությանը նախատեսվում է հատկացնել 41.6 միլիարդ դրամ: Ընթացիկ տարվա համեմատ ոստիկանությանը հատկացվող բյուջետային միջոցները նվազել են 544.4 միլիոն դրամով կամ 1.3 տոկոսով առանձին ծախսային ծրագրերում արված փոփոխությունների արդյունքում:
