Եվրանեսթի Բյուրոյի ընդունած ուղերձը բացառում է ԼՂ հակամարտության ռազմական լուծումը

Եվրանեսթի Բյուրոն ընդունել է Եվրոպական Խորհրդարանի եւ Հայաստանի, Ադրբեջանի, Վրաստանի, Մոլդովայի ու Ուկրաինայի խորհրդարանների պատվիրակությունների ղեկավարների համատեղ ուղերձը: Ուղերձում կոչ է արվում անհապաղ դադարեցնել ռազմական գործողությունները հայկական եւ ադրբեջանական ուժերի միջեւ, հասնել Լեռնային Ղարաբաղի հակամարտության կարգավորմանը, որը չունի ռազմական լուծում, այլ միայն բովանդակային բանակցությունների վերսկսման, բարեխղճորեն եւ վստահության բարձրացմանն ուղղված միջոցառումների եւ երկխոսության միջոցով:
«Իրավունքի գերակայության առնչությամբ մեզ համար ընդունելի են մեր քաղաքացիների բարձր ակնկալիքները՝ ապահովելու ամուր եւ արդյունավետ գործող ժողովրդավարական ինստիտուտների առկայությունը եւ հասնելու կոռուպցիայի, կազմակերպված հանցավորության եւ ապօրինի օլիգարխիկ վերահսկողության վերացմանը:
Սույնով պարտավորություն ենք ստանձնում լիարժեք կերպով իրականացնել դատական համակարգի, պետական կառավարման եւ բանկային եւ ֆինանսական հատվածի, ինչպես նաեւ քաղաքացիական հասարակության եւ լրատվամիջոցների բազմակարծության ամրապնդման հետ կապված բարեփոխումները:
Հորդորում ենք ընտրական համակարգի բարեփոխումների իրականացումը՝ միջազգային չափանիշներին համապատասխան եւ համահունչ ԵԱՀԿ / ԺՀՄԻԳ-ի եւ Եվրախորհրդի Վենետիկի հանձնաժողովի առաջարկություններին:
ԵՄ աջակցությունը պետք է իրականացվի հատուկ նախագծված մոտեցմամբ՝ համապատասխանեցվելով յուրաքանչյուր գործընկերոջ հետ համագործակցության հավակնության մակարդակին` «ավելին ավելիի դիմաց» եւ «պակաս պակասի դիմաց» սկզբունքներին համահունչ:
Արեւելյան գործընկերությունը պետք է տա քաղաքացիների համար շոշափելի արդյունքներ բոլոր գործընկեր երկրներում, մասնավորապես` կրթության, զբաղվածության, շարժունակության հեռանկարների եւ կապի եւ ենթակառուցվածքների առնչությամբ:
Ընդգծում ենք նաեւ գործընկեր երկրներում քաղաքացիական հասարակության ամրապնդման անհրաժեշտությունը եւ նրա կրեւոր դերը Արեւելյան գործընկերության շրջանակներում` անզիջում կերպով դիմադրելու այնպիսի օրենսդրությանը, որը միտված է սահմանափակելու քաղհասարակության օրինական գործունեությունը: 8. Մենք կաշխատենք քննության ենթարկել մեր կառավարությունների, Եվրոպական հանձնաժողովի եւ ԵԱԳԾ-ի արդյունավետությունը՝ մասնավորապես նոր համաձայնագրերի շուրջ բանակցությունների անցկացման եւ դրանց կյանքի կոչման առումով»,- ասված է ուղերձում:
