Լոռիում որոշ հանցատեսակներ ավելացել են, բացահայտումները` նվազել

Լոռու մարզի դատախազությունը նոր դատախազ ունի: Նախորդ դատախազը, որը ավելի քան 3 տարի զբաղեցրեց Լոռու դատախազի պաշտոնը, այդպես էլ հարկ չհամարեց գոնե մեկ անգամ հանդիպել մարզի լրագրողներին: Նորանշանակ դատախազ Արսեն Մարիտրոսյանը, որը այս պաշտոնում է արդեն 100 օր, այսօր հանդիպել է մարզի լրագրողների հետ, խոստանալով լինել թափանցիկ ու հասանելի «թույլատրելիության սահմաններում»:

2017թ. 9 ամսվա ընթացքում Լոռու մարզի տարածքում որոշ հանցատեսակներով աճ է  գրանցվել: Ընդհանուր առմամբ՝ մարզում գրանցվել  է 1058 դեպք՝ աճելով 54-ով: Այս մասին այսօր լրագրողների հետ զրույցում հայտնեց Լոռու դատախազ Արսեն Մարտիրոսյանը,  նշելով, որ արձանագրված հանցագործություններից բացահայտվել է 984-ը:

Ներկայացնելով ծանր եւ առանձնապես ծանր հանցագործությունները, դատախազը հայտնեց, որ մարզում արձանագրվել է առանձնապես ծանր հանցագործության 9 դեպք, ծանր հանցագործությունների թիվը կազմում է 87:

Մարդու դեմ ուղղված հանցագործությունները, սակայն, 10 դեպքով նվազել են` 361 դեպք: Այս հանցատեսակի մեջ ավելացել են սպանության ու բռնաբարության փորձերը`համապատասխանաբար 3 եւ 2 դեպք:

Մարզում 9 ամսվա ընթացքում ավելացել են հասարակական անվտանգության կարգի դեմ ուղղված հանցագործությունները՝ 39 դեպքով ավելացել են, ինչին զուգահեռ նվազել է բացահայտման ցուցանիշը: Հիշյալ ժամանակահատվածում ավելացել է նաեւ սեփականության դեմ ուղղված հանցագործությունների թիվը, հատկապես` բնակարանային գողությունների:

Լոռու դատախազ Արսեն Մարտիրոսյանը մտահոգիչ համարեց հետախուզվողների հայտնաբերման ուղղությամբ տարվող աշխատանքները. «Միայն հետախուզում հայտարարելով՝ չի նշանակում, թե նախաքննական մարմինը ավարտել է իր գործը: Քննչական մարմինը պարտավոր է միջոցներ ձեռնարկել, սա միայն ոստիկանության աշխատանքը չէ…»:

Անդրադառնալով Վերնիսաժի կրակոցների դեպքերին, հետախուզման մեջ գտնվող անձանց եւ ոստիկանության Թումանյանի բաժնի պետի ու օպերատիվ գծով տեղակալի ազատմանը, դատախազը նշեց. «Ոստիկանության կադրային քաղաքականությունը որոշողը ոստիկանապետն է, ես չեմ կարող կոնկրետ պատճառներ նշել, թե ինչ հիմնավորմամբ են Թումանյանի բաժնի պետն ու օպերգծով տեղակալը ազատվել աշխատանքից»,- ասաց նա, հիշեցնելով, որ տվյալ քրեական գործով նախաքննություն այս պահին իրականացնում է քննչական կոմիտեի հատկապես կարեւոր գործերով գլխավոր վարչությունը, իսկ վերահսկողություն իրականացնում է գլխավոր դատախազությունը:

«Այս քրեական գործի հետ կապված Լոռու դատախազությունը դատավարական ղեկավարում եւ հսկողություն չի իրականացնում, ձեր ասած հանգամանքը բացառապես կարող է պարզ լինել եւ քննության առարկա դարձվի կոնկրետ քրեական գործի նախաքննության շրջանակներում: Ես իրավասու չեմ խոսել մի գործի վերաբերյալ, որով հսկողություն չենք իրականացնում»,- եզրափակեց Մարտիրոսյանը:
